BALANGAYAN 2019 launched in the Province of Ilocos Norte
ILOCOS NORTE- The Media Briefing and Townhall Meeting, and CORE Convention Rally were successfully conducted on December 14-15, 2019 as part of the Balangayan 2019: The Constitutional Reform (CORE) Provincial Roadshow at the Palacio de Laoag and Centennial Arena respectively.
It was attended by various Barangay Officials, Local Officials and functionaries of different Local Government Units (LGUs), Academe, Civil Society Organizations, C/MLGOOs, Media and other institutions.
CORE Resource Speakers Prof. Eric de Torres (CFCR) from DILG- Central Office, LGOO VI Olivia Mae N. De Guzman and Atty. Patrick Estillore presented the four pillars of the campaign.
Balangayan 2019 is conducted to present to the people the proposed amendment to the constitution to elicit the support of the people. It also focuses on showcasing the government’s effort on uplifting the lives and welfare of the people by means of informing them about various government projects.
The activity was spearheaded by DILG RO1 headed by RD James F. Fadrilan, CESO III, PD Reggie R. Colisao, CESO V of DILG Ilocos Norte with the support of other National Government Agencies and the Provincial Government of Ilocos Norte.

The Municipality of Pinili, Ilocos Norte through its Tourism Office and Sanggunian Kabataan (SK), launched the Stay-at-Home Challenge featuring activities such as recording videos through the Tiktok mobile app, House Tour/ Travel Vlog, Best Corner of the House Photo, Essay Writing, Poem Writing, and Story Writing, mainly to encourage their residents to stay-at-home thereby preventing the spread of COVID-19 while fighting boredom and promoting creativity.
The Stay-at-Home Challenges are open to Pinili residents only and videos/photos should Stay-at-Home Challenge LGU: Pinili, Ilocos Norte be taken inside the house as proof that they are doing those things safely in their own homes. Each entry per category must be uploaded to the LGU’s official Facebook page bearing the hashtag #PinilenoDisiplinado. Each winner per category with the most number of hearts wins and during its duration, numerous entries were received daily. Winners were given cellphone load and grocery items.
Banna-nihan sa ECQ: Empowering Civil Society Organizations
The Municipality of Banna, Ilocos Norte launched its intensive campaign dubbed as “Banna-nihan” in the implementation of Enhanced Community Quarantine (ECQ) which aims to tap the services of Civil Society Organizations (CSOs) in the barangays to inform, warn and caution residents to strictly stay in their homes during the ECQ.
The different CSOs in the locality were tapped through an agreement in order to augment the lack of manpower and equipment of the LGU.
These CSOs include Guardians Brotherhood, Inc., Samahang Ilocano Fraternity, and Kabalikat Civicom who did not only act as force multipliers who oversees violators but also as couriers for residents who wanted to buy basic goods and commodities.
Due to the participation of these CSOs, the LGU can address other equally important needs of the community while ensuring that the guidelines of the ECQ are being implemented.
DILG- Ilocos Norte Conducts Outreach Activity at Brgy. Pasaleng, Pagudpud
“Happiness is not so much in having as sharing. We make a living by what we get but we make a life by what we give.”
As part of their Christmas Program, the DILG- Ilocos Norte personnel headed by Provincial Director Reggie R. Colisao held their first outreach activity on December 12, 2019 at the Municipality of Pagudpud in Barangay Pasaleng.
Barangay Pasaleng, as the beneficiary of the charity contributions, is flooded during heavy rainfall that some parts of the barangay became isolated. Among the chosen beneficiaries are indigent families gravely affected by the recent occurrences of typhoons and torrential downpours in the locality.
The activity started with a prayer and an inspirational message from PD Colisao. The DILG- Provincial Staff also prepared fun games actively participated by the beneficiaries and barangay officials. In his message, Punong Barangay Efren Tapia expressed his gratitude to the DILG personnel for choosing their barangay as recipient of the goods and for bringing joy to the beneficiaries this coming celebration of Christmas. The DILG personnel showed their love and affection through the distribution of Noche Buena packages and donation of used clothes. They also prepared snacks for all who attended the activity.
The joy and smiles on the faces of the beneficiaries during the activity inspired the DILG personnel to continue charitable acts for the community.

First Balay Silangan In the Province of Ilocos Norte Inaugurated in Dingras
Dingras, Ilocos Norte – The Local Government Unit (LGU) of Dingras, Ilocos Norte, under the leadership of Mayor Joefrey P. Saguid and Vice Mayor Erdio E. Valenzuela, spearheaded the inauguration ceremony of Ilocos Norte’s first Balay Silangan on December 17, 2019.
In accordance to Dangerous Drugs Board Regulation No. 2 series of 2018 entitled “Balay Silangan – Guidelines for Community Involvement in Reforming Drug Offenders into Self–Sufficient and Law Abiding Members of Society” the LGU of Dingras established their very own Balay Silangan. The Balay Silangan will serve as short-term sanctuaries for drug offenders with the goal of reforming them into self-sufficient and law-abiding constituents of Dingras, Ilocos Norte. The LGU already implemented various program to combat the proliferation of illegal drugs which includes the Community-Based Rehabilitation Program (CBRP). Mayor Saguid expressed his sincere gratitude and acknowledged the support of different concerned stakeholders. The Mayor also recognized the invaluable assistance provided by the PDEA and DILG as Balay Silangan head implementer and secretariat respectively. He also emphasized that thru the dynamic interventions of MLGOO Sonny Arnold A. Pascual, barangays were able to comply with different barangay drug clearing requirements and also paved the way to the establishment of Balay Silangan which became as one of the LGU ’s milestones.
The Inauguration Ceremony of the Ilocos Norte’s first Balay Silangan was witnessed by PDEA Regional Director Bryan Babang, DILG Ilocos Norte Provincial Director Reggie R. Colisao and other representatives from different national agencies, provincial government, civil society organizations and faith-based institutions.

SPO4 Juan is PNP Model Family in R1
“To be nominated in the Search for PNP Model Families is already an honor for the uniformed police officers who risk their lives to protect and serve the community.” Regional Director Evangeline R. Almirante of the National Police Commission (NAPOLCOM) emphasized this during the on-site validation conducted by the Regional Search Committee (RSC). She commended the nominees for uplifting the image of police officers as family person and partner in community development.
The Search highlights family values, work ethics, and involvement in activities that promote positive changes in the community. It advocates the capability of police officers as partners in maintaining peace and order towards a more progressive socioeconomic system. It is open to all uniformed members of the PNP with legitimate or legally adopted child/children, legally married and living together with his/her spouse for at least five (5) years, and has been in the police service for at least five (5) years at the time of the Search.
After much deliberation, SPO4 Dennis A. Juan and his family stood out as the PNP Model Family of Region 1 having ranked first among six (6) nominees. The other nominees were: SPO4 Erlinda Gagaoin of La Union; PO3 Ador Puntalba and SPO2 Emma Ruth Apostol of Pangasinan; SPO4 Myrna Almadrigo and SPO4 Cesar Ramos of Ilocos Norte.
SPO4 Juan is currently assigned at Ilocos Norte PNP Provincial Office (INPPO) and is regarded by his colleagues as a soft-spoken and generous person. His family exhibited the characteristics befitting a model family. One of their advantages is the community outreach program they initiated as a family which has been sustained for 17 years. Their three (3) children would save money from their allowances to be used in buying school supplies for a group of pupils in their area. They aim to do this until the selected pupils graduate from 6th Grade. Their children also stated that when they finish school, they will continue what their parents have started.
Each nominated family were rated based on: how the parents share their responsibilities in raising their children; how they show their respect for one another in the family; how they uphold moral principles; and how they are able to bring about better change in their community.
Members of the RSC interviewed the nominees and their family, their superiors and co-workers, neighbors, pastors/ priests and local officials to assess which family will be nominated at the national level to vie for the title PNP Model Family.
The RSC is chaired by Ms. Geraldine Ortega of La Union Vibrant Women, Inc., with members composed of representatives from the National Police Commission (NAPOLCOM), the Department of the Interior and Local Government (DILG), Philippine National Police (PNP) and St. John Bosco College of Northern Luzon.
Members of the committee conducted the on-site validation on May 8, 2017 for La Union; May 10-11, 2017 for Ilocos Norte; and May 15-16, 2017 for Pangasinan.
All the Regional nominees will be awarded in the culmination of the National Crime Prevention Week (NCPW) this coming’ September 2017.
