DILG La Union, Most Compliant Provincial Office
The Regional Poverty Reduction Action Team (RPRAT) chaired by Dir. Julie J. Daquioag, Regional Director of the Department of the Interior and Local Government Region 1 (DILG R1), reviewed the Local Poverty Reduction Action Plans (LPRAPs) of the four (4) provinces, nine (9) cities, and 116 municipalities of the Region and submitted the finalized LPRAPs to the Department of Budget and Management (DBM) Central Office last March 4, 2016.
The LPRAPs of the 125 LGUs contain the priority projects identified by the Local Poverty Reduction Action Teams (LPRATS) through the Bottom- Up Budgeting (BuB) process. These projects were identified through consensus or majority vote (if consensus cannot be reached) among LPRAT members; 50% of which is composed of civil society organization (CSO) representatives elected to the LPRAT by participating CSOs during the Civil Society General Assembly and the remaining 50% composed of representatives from the government.
The DBM Central Office shall consolidate the submission of all RPRATs and forward them to participating Agency Central Offices (ACOs). The ACOs, in turn, shall include the list of priority projects falling under the agency’s menu of programs in the agency’s budget proposal.
In compliance to the DBM- DILG- DSWD- NAPC Joint Memorandum Circular No. 7, the DILG R1, along with other participating agencies, also presented the initial list of priority projects falling under their agency’s menu of programs identified by the 125 LPRATs during the Regional Budget Review and Consultation last February 22- 24, 2016. Participating agencies submitted their final list of the priority projects to the Regional Development Budget Coordinating Committee (RDBCC). These were integrated in regional line agencies’ budget proposals which were endorsed by the Regional Development Council Executive Committee (RDC ExCom) to their respective Central Offices.
For the DILG R1, the list of priority projects for 2017 identified through the BuB process were included in its 2017 Budget Proposal which was endorsed by the RDC Excom through Resolution No. 34, s. 2016 entitled: “Endorsing to the Honorable Mel Senen S. Sarmiento, Secretary of the Department of the Interior and Local Government, the FY 2017 Budget Proposal of the Department of the Interior and Local Government Regional Office 1 for inclusion in the FY 2017 Agency Budget Proposal.”
Under the BuB 2017, LGUs were given a budget cap of p 20 Million and additional performance- based incentives to fund the identified poverty projects.

DILG Region 1 conducted a back-to-back Regional Awarding for the 2023 Lupong Tagapamayapa Incentive Awards (LTIA) and 2023 Local Legislative Award (LLA): PArangal Ng mga DAlubhasa at MahuhusaY na Sanggunian (PANDAY Sanggunian) on November 9, 2023, at Ynad’s Place Hotel and Resort, City of San Fernando, La Union.
