Region 1 Did It Again!

Still leading the pack of Seal of Good Local Governance (SGLG) awardees from all over the country is Region 1 for having the most number of 2019 SGLG awardees with a total of Sixty-Five (65) Local Government Units (LGUs). These 65 awardees represent 50% of the total number of LGUs assessed in the region and 17.11% of the Three Hundred Eighty (380) LGU passers nationwide. Region 1 consistently had the most number of SGLG awardees from 2015 to 2019, sustaining its reputation as the region to beat.

The region’s 2019 SGLG awardees comprise of the Two (2) Provinces, namely Ilocos Sur and Pangasinan; Six (6) Cities, namely Batac in Ilocos Norte, Vigan and Candon in Ilocos Sur, San Fernando in La Union, Alaminos and San Carlos in Pangasinan; and Fifty-Seven (57) Municipalities, namely Bacarra, Bangui, Banna, Burgos, Currimao, San Nicolas, and Vintar in Ilocos Norte; Caoayan, Santa, Bantay, Galimuyod, Magsingal, Quirino, San Esteban, San Ildefonso, San Juan, San Vicente, Santa Lucia, Santiago, Sta. Catalina, Sta. Cruz, Sto. Domingo, Suyo, and Tagudin in Ilocos Sur; Agoo, Aringay, Balaoan, Bangar, Burgos, Caba, Naguilian, Pugo, Rosario, San Juan, Santo Tomas, and Tubao in La Union; and Alcala, Bayambang, Aguilar, Anda, Asingan, Balungao, Basista, Bugallon, Calasiao, Infanta, Lingayen, Malasiqui, Mangaldan, Mangatarem, Natividad, Rosales, San Manuel, San Quintin, Sta. Maria, Tayug, and Urbiztondo in Pangasinan.

Among these Region I passers, the Province of Pangasinan, City of Vigan, and Municipalities of Caoayan, Santa, Alcala, and Bayambang are Hall of Famers for consistently bagging the prestigious SGLG awards for three consecutive years.

Despite the stricter assessment criteria, the 65 LGU awardees successfully hurdled the “All-in” assessment system in which they passed the Seven (7) governance areas namely Financial Administration; Disaster Preparedness; Social Protection; Peace and Order; Business-Friendliness and Competitiveness; Environmental Protection; and Tourism, Culture and the Arts.

The awardees were conferred last November 4, 2019 at the Manila Hotel, Fiesta Pavillion, Manila with a 2019 SGLG marker, eligibility to the Performance Challenge Fund (PCF) in the amount of PhP 4.5 Million for a province, PhP 3.5 Million for a city, and PhP 2.3 Million for a municipality to finance their priority local development initiatives, and priority access to other programs and capacity development assistance from the DILG.

All the One Hundred Twenty-Nine (129) LGUs in the region — Four (4) Provinces, Nine (9) Cities and One Hundred Sixteen (116) Municipalities were assessed for the SGLG.

The prestigious SGLG award conferred by the Department of the Interior and Local Government (DILG) symbolizes integrity and good performance through continuing governance reform and sustained local development. It is a progressive assessment system adopted by the DILG to give distinction to remarkable local government performance across the core and essential areas.

2019 also marked a defining moment for good governance due to the enactment of the Republic Act No. 11292 or the SGLG Act which expands the Seven (7) Assessment Areas to Ten (10), broadens partnerships with the establishment of Council of Good Local Governance, rebrands PCF to SGLG Incentive Fund, and offers more responsive capacity building interventions.

REGIONAL TASK FORCE 1 – ELCAC, CONDUCTED A REGIONAL CONFERENCE FOR PEACE AND DEVELOPMENT

LINGAYEN, PANGASINAN – The Regional Task Force 1-ELCAC, spearheaded by NTF-ELCAC SUCBEM Cluster, conducted the Ilocos leg for the series of Regional Conferences on Peace and Development (RCPD) on May 27, 2021 at Pangasinan State University Conference Hall, Lingayen Pangasinan. This activity was the first phase of the SONA Campaign Plan of the President.

The event was attended by representatives from various sectors of the community such as Indigenous Peoples (IP), Laborers, Farmers, Fisherfolks, Peasants, Women, and the Youth. It was conducted in a controlled and well-managed face-to-face conference with standard health protocols being employed throughout the activity.

The activity intends to provide a framework for advocacy of legitimate sectoral issues and concerns, validate governance and development gaps of communities and identify needed government interventions to address them. This also provided an avenue for the sectors to lobby sectors’ social reform agenda and for government agencies with sectoral mandates to regain its role as champion for protection and promotion of peoples’ right and welfare.

The activity was graced virtually by CORDS-1/NSA Secretary Hermogenes C. Esperon, Jr... In his opening message, he reiterated that the RCPD is the first of the three phases of the SONA Campaign Plan and that inputs of the sectoral participants are vital in crafting the Peace and Development Agenda that shall be used as reference for the formulation of policy recommendations to address the gaps in governance.

Moreover, ARD Agnes A. De Leon, representing the DILG, sets the tone by discussing thoroughly the RCPD, with its objectives and goal setting, in relation to the pre-SONA Campaign Plan.

The activity was successfully implemented through efforts and collaboration of member-agencies of the SUCBEM Cluster led by DILG. Also present were NGA RDs, ARDs, and representatives – DA, DAR, BFAR, DSWD, NAPC, NCIP, DEPED, & CHED.

Along with attendees from the national government agencies, all sectoral representatives took an oath by reading the manifesto – expressing their full commitment to the shared advocacies towards peace and development. This commitment was sealed by a ceremonial tarpaulin signing.

In conclusion, DILG Undersecretary Epimaco V. Densing III, who also joined thru Zoom platform, gave his closing remarks quoting that – insurgency is not a sole responsibility of the government, rather a shared responsibility of the whole nation.

DILGR1 conducts a Trainers' Training on Anti-Violence Against Women and their Children (AVAWC)

The DILG Regional Office No. 1 conducts a Trainers' Training on Anti-Violence Against Women and their Children (AVAWC) on May 11-13, 2021 via Zoom for Ilocos Norte LGUs and Ilocos Sur 1st District LGUs which is Component 1 of the Regional CapDev Initiative. The activity aims to provide a better understanding of the salient features of Republic Act No. 9262 or AVAWC Act of 2004, empower local functionaries and enable them to share substantial knowledge to others on how to respond accordingly to VAW cases.

Participants are the: 1.) City/Municipal Social Welfare Development Officer, 2.) City/Municipal Health Officers, 3.) PNP Representative, 4.) City/Municipal Local Government Operations Officer, and 5.) LnB President or other LGU functionaries that may be tapped as Trainers. The pool of Resource Persons is composed of authorities from the Department of Social Welfare and Development (DSWD), Department of Health (DOH), Philippine National Police (PNP), Department of Justice (DOJ), Commission on Human Rights (CHR) and the Department of the Interior and Local Government (DILG).

Component 2 of this Regional CapDev Initiative is the Barangay Roll-Out which will be conducted by the City/Municipal Trainers Trained in partnership with the Liga ng mga Barangay.

ROCDBC conducts validation of drug cleared status of 312 Barangays

The Regional Oversight Committee on Barangay Drug Clearing (ROCBDC) convened on May 19, 2021 at the Conference Hall, La Union Police Provincial Office, Camp Diego Silang, Carlatan, City of San Fernando, La Union for the presentation of updates and validation of Barangays with Drug Cleared Status. Also, PDEA Agency Memorandum Circulars were discussed for the information and guidance of the members.

A validation of 312 barangays with Drug Cleared Status was done through the issuance of a resolution by the Committee ( Ilocos Norte - 76, Ilocos Sur - 93, La Union - 77 and Pangasinan - 66).

The ROCBDC is chaired by PDEA Regional Director Bryan B. Babang with DILG, PNP, DOH and LGU representatives as members. LGOO VIII Reggie R. Colisao, CESO V represented DILG Region I in the said activity.
