Regional Peace and Order Council (POC) Performance Audit for CY 2023

The Department of the Interior and Local Government Region 1 is currently conducting the Regional Peace and Order Council (POC) Performance Audit for CY 2023 today, 09 June 2023, at the DILG RO1 Training Hall.

In his message, OIC-ARD Paulino G. Lalata, Jr., CESO V thanked the members of the POC Audit Regional Assessment Team (RAT) for attending their attendance and contributions during the activity.

The RAT is composed of representatives from the Philippine National Police, Bureau of Fire Protection, Bureau of Jail Management and Penology, Philippine Drug Enforcement Agency (PDEA), and National Chaplains of the Philippines.

WORKSHOP ON THE ENROLMENT OF LGU INFRASTRUCTURE PROJECTS IN THE SUBAYBAYAN SYSTEM IN LINE WITH RLIP 2023 IMPLEMENTATION

JUNE 7, 2023 | DILG R1 through the Project Development and Management Unit (PDMU) led by Engr. Sharwyn M. Sangel, EnP conducted a Refresher-Workshop on the enrolment of LGU Infrastructure Projects in the SubayBayan System in line with the implementation of RLIP 2023.

RBME of LGU Infrastructure Projects (RLIP) is now on its second year of enactment and aims to measure the performance of LGUs in the implementation of infrastructure projects under the full devolved system of governance.

The activity was held via virtual platform and was attended by over 350 LGU Functionaries, members of LPMCs and representatives of Provincial Governments, Cities and Municipalities of Region 1. DILG Provincial and Field Officers also graced the activity.

DILG Region 1 launches today the Halina't Magtanim ng Prutas at Gulay (HAPAG) sa Barangay Project at the DILG R1 Conference Hall and via the zoom platform to support the advocacy of the department in increasing public awareness and promoting active community participation to achieve sustainable agriculture in the country.
Lead by Regional Director Agnes A. De Leon, and OIC-ARD Paulino Lalata Jr., this event is being participated by DILG provincial directors, division chiefs, field officers, regional and provincial personnel, barangay officials and stakeholders.

HAPAG Regional Focal Person Diosdado D. Mendoza discussed the background of the project while David John T. Rondal, Agriculturist II of Department of Agriculture-Region 1 shared the Alternative Methods of Vegetable Gardening.

The next part of today’s activity is the Simultaneous Gardening/Harvesting by DILG Regional Office, Provincial Offices, Field Offices and local government units in the region.

Unveiling of the Regional Development Plan (RDP) 2023-2028

RD Agnes A. De Leon, CESO V together with other Regional Development Council (RDC) I officials witnessed the unveiling of the Regional Development Plan (RDP) 2023-2028 during NEDA RO1’s Knowledge Management (KM) Fiesta held at Hotel Ariana, Bauang, La Union on May 30, 2023.

The RDC I Officials pledged their support to the RDP in attaining a REsilient, All-Inclusive, Competitive, and Healthy (REACH) Region 1 towards a Matatag, Maginhawa, at Panatag na Buhay.
Meanwhile, the DILG-Saint Louis College (SLC) Consortium entitled “Management Course for Local Officials and Functionaries in Region 1” was selected among many entries for the Knowledge Sharing Session. Said session aims to showcase best practices of regional line agencies, local government units, and private sectors on existing innovations, their contribution to the attainment of KM and to the socio-economic development of the region. Mr. Christopher Maynes II, the Program Head, Master in Public Administration, School of Advanced Studies of SLC presented the consortium.

“We are one with NEDA in enhancing knowledge transfer and innovation through Communities of Practice. This DILG-SLC Consortium is our strategic way of capacitating our LGU officials, functionaries, and other interested students. Our deepest gratitude to NEDA for selecting this consortium to be presented today,” RD De Leon, CESO V said.

The KM Fiesta 2023 with the theme: “Sinnaranay: Enhancing Knowledge Transfer and Innovation through Communities of Practice (COP)” is now in its 3rd year of showcasing and appreciating the significance of KM in advancing socioeconomic development.

Over 12k runners joined the BIDA Fun Run in Region 1

Over 12,000 participants from various sectors in the entire Ilocos Region joined the Buhay Ingatan, Droga Ayawan (BIDA) Bayanihan ng Mamamayan Fun Run in Dagupan City on April 30, 2023.
Secretary Benjamin C. Abalos, Jr., led the runners in an effort to encourage the public especially the youth to be physically fit and participate in productive endeavors to avoid getting involved in illegal drug activities.
“The main purpose of the BIDA Fun Run is not the activity itself. Simula lang po ang BIDA. Ang totoong mithiin ay ang pagpapatuloy ng kampanya ng mga LGUs even after the event has passed” said Secretary Abalos in his message during the opening ceremony of the fun run.

After the fun run, Secretary Abalos together with his Undersecretaries and Assistant Secretaries, Region 1 Directors of DILG, PNP, BJMP, PDEA, BFP, PIA and Dagupan City Mayor Belen Fernandez, received the local media in a press conference to further highlight the BIDA Program campaign and provide clarifications on some local issues. An interfacing activity with the local chief executives in Pangasinan followed the press conference.

Other noteworthy activities that took place in the afternoon were the City Jail visitation and the groundbreaking ceremony of the Rehabilitation of Slope Protection Project under the Financial Assistance to Local Government Unit (FALGU) in the municipality of Sta. Barbara.

Presidential Proclamation No. 55 dated December 5, 1988 declares the month of December as National Volunteer Month (NVM).

The NVM serves as the country’s platform to recognize the contributions of the volunteer community to nation building and sustainable development.

With the theme, "Boluntarismo: Daan Tungo sa Pagbabago", this year's NVM is anchored on the Philippine Development Plan 2017-2022 and the Sustainable Development Goals. It calls on every Filipino to become a change catalyst, even in their own simple ways, through organizing and participating in volunteer activities aligned with the local and international development priorities.

Region 1 tops SGLG Awards anew

Among the 17 regions nationwide, Region 1 again registered the most number of Seal of Good Local Governance (SGLG) awardees for 2017 with a total of Sixty Eight (68) Local Government Units (LGUs), significantly surpassing its 45 LGU passers last year. The 68 LGU awardees represent 53% of the total number of LGUs assessed in Region 1, and a 51% increase from the 45 LGU passers in 2016.

The 68 SGLG awardees are composed of 3 Provinces, namely Ilocos Sur, La Union, and Pangasinan; 8 Cities, namely Batac and Laoag in Ilocos Norte, Candon and Vigan in Ilocos Sur, and Alaminos, Dagupan, San Carlos, and Urdaneta in Pangasinan; and 57 Municipalities, namely Bacarra, Bangui, Banna, Marcos, Nueva Era, Paoay and Vintar in Ilocos Norte; Cabugao, Caoayan, Nagbukel, Quirino, Salcedo, San Ildefonso, San Vicente, Santa, Sta. Lucia, Santiago, Sta. Catalina, Sta. Cruz, and Sto. Domingo in Ilocos Sur; Bacnotan, Bangar, Bauang, Burgos, Caba, Pugo, San Gabriel, Sto. Tomas, and Tubao in La Union; and Aguilar, Alcala, Asingan, Balungao, Bautista, Bayambang, Binalonan, Bolinao, Bugallon, Burgos, Calasiao, Dasol, Infanta, Laoac, Lingayen, Malasiqui, Manaoag, Mangaldan, Mangatarem, Rosales, San Fabian, San Manuel, San Nicolas, Sta. Barbara, Tayug, Umingan, Urbiztondo, and Villasis in Pangasinan.

The 68 LGUs successfully met the scaled-up assessment criteria using the “4+1” principle. This means that they passed all 4 Core Areas namely, Financial Administration, Social Protection, Disaster Preparedness, and Peace and Order; and at least 1 of the Essential Areas either Business Friendliness and Competitiveness, Environment Protection, or Tourism, Culture and the Arts.

The awardees shall be conferred with a 2017 SGLG marker and a cash incentive, the Performance Challenge Fund (PCF) to finance their local development initiatives. Further, a special distinction shall be given to LGUs which consistently passed all assessment areas for 3 periods, 2015, 2016 and 2017.

All the 129 Local Government Units (LGUs) in the region – 4 provinces, 9 cities and 116 municipalities were assessed.

The SGLG symbolizes integrity and good performance through continuing governance reform and sustained local development. It is a progressive assessment system adopted by the DILG to give distinction to remarkable local government performance across the core and essential areas.

SPO4 Juan is PNP Model Family in R1

“To be nominated in the Search for PNP Model Families is already an honor for the uniformed police officers who risk their lives to protect and serve the community.” Regional Director Evangeline R. Almirante of the National Police Commission (NAPOLCOM) emphasized this during the on-site validation conducted by the Regional Search Committee (RSC). She commended the nominees for uplifting the image of police officers as family person and partner in community development.

The Search highlights family values, work ethics, and involvement in activities that promote positive changes in the community. It advocates the capability of police officers as partners in maintaining peace and order towards a more progressive socioeconomic system. It is open to all uniformed members of the PNP with legitimate or legally adopted child/children, legally married and living together with his/her spouse for at least five (5) years, and has been in the police service for at least five (5) years at the time of the Search.

After much deliberation, SPO4 Dennis A. Juan and his family stood out as the PNP Model Family of Region 1 having ranked first among six (6) nominees. The other nominees were: SPO4 Erlinda Gagaoin of La Union; PO3 Ador Puntalba and SPO2 Emma Ruth Apostol of Pangasinan; SPO4 Myrna Almadrigo and SPO4 Cesar Ramos of Ilocos Norte.

SPO4 Juan is currently assigned at Ilocos Norte PNP Provincial Office (INPPO) and is regarded by his colleagues as a soft-spoken and generous person. His family exhibited the characteristics befitting a model family. One of their advantages is the community outreach program they initiated as a family which has been sustained for 17 years. Their three (3) children would save money from their allowances to be used in buying school supplies for a group of pupils in their area. They aim to do this until the selected pupils graduate from 6th Grade. Their children also stated that when they finish school, they will continue what their parents have started.

Each nominated family were rated based on: how the parents share their responsibilities in raising their children; how they show their respect for one another in the family; how they uphold moral principles; and how they are able to bring about better change in their community.

Members of the RSC interviewed the nominees and their family, their superiors and co-workers, neighbors, pastors/ priests and local officials to assess which family will be nominated at the national level to vie for the title PNP Model Family.

The RSC is chaired by Ms. Geraldine Ortega of La Union Vibrant Women, Inc., with members composed of representatives from the National Police Commission (NAPOLCOM), the Department of the Interior and Local Government (DILG), Philippine National Police (PNP) and St. John Bosco College of Northern Luzon.

Members of the committee conducted the on-site validation on May 8, 2017 for La Union; May 10-11, 2017 for Ilocos Norte; and May 15-16, 2017 for Pangasinan.

All the Regional nominees will be awarded in the culmination of the National Crime Prevention Week (NCPW) this coming’ September 2017.

DILG R1 to forge MOA with LRIs for 2017 CSIS

Following the briefing for target- municipalities last May 4-5, 2017, the Department of the Interior and Local Government Region 1 (DILG R1) is set to forge partnership with the Pangasinan State University (PSU) and Mariano Marcos State University (MMSU) for the 2017 implementation of the Citizen Satisfaction Index System (CSIS) in the municipalities of Laoac and San Nicolas, Pangasinan and Paoay, Ilocos Norte.

The DILG R1 previously partnered with the same local resource institutes (LRIs) for the implementation of the same program in the previous years.

After the signing of the Memorandum of Agreement, the Bureau of Local Government Supervision (BLGS) is set to train members of the different teams of coming from the said LRIs for the data gathering, analysis and report writing components of the CSIS.

The CSIS is a set of data tools designed to collect and generate relevant citizens’ feedback on local governments’ service delivery performance and on the citizens’ general satisfaction. It assesses the service delivery performance of local governments based on the knowledge, experience, and perception of the people.

The DILG is in its fifth year of CSIS implementation.

SGLG 2017 kick off in Region 1

The Department of the lnterior and Local Government Region 1 (DILG R1) kicked off the implementation of the Seal of Good Local Governance (SGLG) 2017 with a regional orientation on May 5, 2O17 at the Oasis Country Resort Hotel and Restaurant, City of San Fernando LaUnion - The activity was aimed at orienting and familiarizing the DILG Provincial Offices and Regional Assessment Teams (RAT) on the SGLG guidelines particularly the assessment areas andcriteria, forms and checklists, and implementation process.

Each RAT composed of a DILG Officer and a local Civil Society Organization (CSO) representative, together with a documenter, is assigned with more or less 15 LGUs to assess on a cross-posting scheme. Following the regional activity, the provincial offices conducted provincial orientation totheir respective City/ Municipal Local Government Operations Officers (C/M LGOOs) on May & 9,10, and 11, 2017 for La Union, Pangasinan, llocos Sur, and llocos Norte respectively.

All the 129 Local Government Units (LGUs) in the region- 4 provinces, 9 cities and 116 municipalities shall be assessed using the scaled-up assessment criteria of " 4+1" . From being one of the essential areas last year, Peace and Order was added as one of the four core areas alongwith Financial Administration, Social Protection, and Disaster Preparedness.

The essential areas, on the other hand, include Business-friendliness and Competitiveness, Environmental Management, and Tourism, Culture and Arts. An LGU has to pass all four core areas and at least one essential area to qualify for the Seal. Awardees shall be conferred with a 2017 SGLG marker and a cash incentive, the Performance Challenge Fund (PCF) to finance their local development initiatives. Further, a special distinction shall be given to LGUs which consistently passed all assessment areas for the three periods (2015, 2016 and 2017. The data gathering, validation and certification phases of the 2O17 SGLG shall be from May 15 to June 16, 2O17.

The conferment of the Seal shall be in October in line with the LocalGovernment Code Anniversary Celebration.

Dir. Ramos, now full-fledged ARD

Dir. Victoria H. Ramos was recently appointed as Director III by President Rodrigo Roa-Duterte on April 20, 2017.

From Officer-In-Charge (OIC), she is now a full-fledged Assistant Regional Director (ARD) of the Department of the Interior and Local Government (DILG) Region 1.

Director Ramos served as OIC-ARD for 2 years and 10 months, since July 2014 taking the place of Director Julie J. Daquioag who was designated and eventually appointed as the Regional Director in November 2015.

Director Ramos is known for her kind-hearted and servant-leadership style. A wife and a mother of 5, she exhibits dedication and love of work and family. She is a consistent honor student during her elementary and high school years. She finished Bachelor of Science in Elementary Education at the Northern Luzon Teachers College, now the College of Education of the Mariano Marcos Memorial State University (MMMSU). She took her Post-Graduate Studies on a scholarship grant at the Institute for Housing and Urban Development Studies (IHS), Erasmus University Rotterdam, Netherlands where she obtained her degree, Master on Urban Management.

Director Ramos rose from the ranks in the Department since 1985. She was a Local Government Officer (LGO) I for 3 years and 2 months, Barangay Government Operations Officer (BGOO) I for 9 months, Local Government Operations Officer (LGOO) IV for 4 years and 6 months, LGOO V for 8 years and 7 months, LGOO VI/City LGOO for 11 years and 8 months, and Provincial Director for 3 years and 1 month.

The oath-taking, along with other three (3) ARDs of the Department, was administered by Usec. Catalino S. Cuy, Officer-In-Charge on April 27, 2017 at the Office of the Secretary, DILG Central Office.

DILG LA UNION, Most Compliant while DILG PANGASINAN, Most Outstanding

The Department of the Interior and Local Government (DILG R1) awarded DILG La Union and DILG Pangasinan as the Most Compliant Provincial Office on Program, Project, and Activities (PPA) Implementation and Finance and Administrative Requirements, and Most Outstanding Provincial Office on Locally-Funded Projects (LFPs) Implementation, respectively during its 1^st Quarter Regional Management Committee (RMC) Meeting cum Awarding of Best Implementers for CY 2016 on April 23-25, 2017 at Plaza del Norte Hotel and Convention Center, Laoag City.

The DILG La Union was awarded the Most Compliant Provincial Office for its exemplary performance in the implementation of the different PPAs of the department and timely submission of required reports and financial and administrative requirements.

On the other hand, the DILG Pangasinan was awarded the Most Outstanding Provincial Office on Locally-Funded Project implementation for the speedy compliance of project requirements and prompt submission of reports.

Director James F. Fadrilan said that the awards system recognizes the efforts of the provincial offices which contributed to the gains of the DILG R1 and further emphasized the importance of team synergy.

“I congratulate you all for a job well done! The Provincial Offices are the forefront program implementers of the Department, hence: the DILG R1 cannot accomplish much without the Provincial and Field Officers (FOs). But let us all be reminded and I would like to emphasize that in team synergy, the product of the whole is more than the product of each individual”, Director Fadrilan said.

Further, Director Fadrilan stressed that “We are not a team because we work together. We are a team because we respect, trust and care for each other.” He then asked everyone to trust the management. He hopes that each provincial office regardless of their ranks in the awards system shall continue to do what is expected of them.

The awards had three (3) categories: 1) compliance awards on programs, projects, activities (ppa) implementation; 2) compliance awards on financial and administrative requirements; and 3) special awards on locally-funded projects (lfps) implementation.

DILG R1 conducts federalism roll-out

Following the national roll-out on federalism, the Department of the Interior and Local Government Region 1 (DILG R1) conducted the regional roll-out to DILG R1 key personnel on February 14, 2017 at the DILG Regional Office I, City of San Fernando, La Union.

This is in support to President Rodrigo Duterte’s vision of a Federal Republic and to comply with his directive that the DILG must lead the information drive to increase people’s understanding and support to this vision.

The roll-out is aimed at capacitating key personnel in the region who shall serve as advocates of federalism on the ground. Further, it is aimed at formulating the federalism road map at the provincial level to ensure that everyone in the region shall be educated on the proposed system change, from democratic to federal form of government.

Ms. Dindi Tan from the Project Management Office, DILG Task Team on Federalism, served as the Resource Speaker on the said activity. Ms. Tan said that the DILG plays a vital role to persuade the people embrace federalism.

“We could not convince the people if we are half-hearted about it and there is no greater force than the force whose time has come,” Ms. Tan added.

The activity was attended by fifty-one (51) DILG R1 key personnel – Regional Director, Assistant Regional Director, Division Chiefs, Provincial Directors, Provincial Cluster Leaders, Provincial Program Focal Persons, selected City/ Municipal Local Government Operations Officers, and Regional Offices’ technical and administrative personnel.

The activity was facilitated by Regional Focal Person on Federalism Atty. Joseph O. Apolonio, LGOO VI Lily Ann Z. Victorio and the Local Government Capability Development Division (LGCDD).

In a nutshell, federalism is a principle of government wherein power is divided or shared between the central/ national government and local state governments, constitutionally. The national government will focus on maintaining the armed forces, foreign policies, for example. On the other hand, the states will have the responsibility to develop their industry, public safety, transportation, education and other local policies.

DILG R1 preps up for ISO 9001:2015

Following the formal hand over of ISO Certification to the Department of the Interior and Local Government Central Office (DILG-CO) last September 2016, the DILG R1 is in the process of establishing its Quality Management System (QMS) as requirement of ISO 9001:2015.

The establishment of the Regional QMS kicked off with a 5- day training workshop facilitated by the Central Office Team for key DILG R1 personnel last February 6-10, 2017 at the DILG Regional Office 1, City of San Fernando, La Union.

The training workshop aimed to enable the management and key personnel of DILG R1to understand and appreciate the requirements of ISO 9001:2015 as foundation for the subsequent documentation, implementation and certification.

The activity was also conducted to determine what processes should be enrolled by the DILG R1 and plan how QMS processes at the DILG-CO could be cascaded to the regional office.
“We are the first Regional Office accorded with this training. We are fortunate that we will be doing this training about Quality Management System,” said Dir. James F. Fadrilan, the new Regional Director for DILG RI, in his opening message.

Dir. Fadrilan said that the key word is quality management.

 “For us to be competitive globally and internationally we have to level up. We have to upgrade our standards to be at par with international standards. That is what ISO Certification is all about,” he added. He also emphasized the importance of the activity and asked for the full concentration, commitment and support of all the participants. 

“For us to level up in service delivery, we need to compete. The norm right now is ISO Certification. Let us not be content with the current level that we have. It is not enough. That is why the establishment of the Regional Quality Management System is very important,” he said.

The Central Office team, on one hand, expressed high hopes for DILG R1.
Ms. Mary Rose L. Vilchez, training team leader from DILG-CO, said that “Region I really lives up to [their] name as Region I”.
“You are always number one in everything being the top performing region for three consecutive years. And I think that was the reason why the DILG management really pointed out to include Region I as the model region for regional quality management system establishment”.

The Central Office team tapped the expertise of Ms. Cynthia R. Ramirez, a seasoned ISO trainer who played a major role in the ISO Certification of the DILG CO. With them are four members of the Central Office QMS Secretariat and two Internal Quality Auditors (IQAs).

The DILG-CO team assisted the DILG R1 in the initial documentation of processes which the DILG R1 intends to enroll for the ISO certification.
The said activity was attended by the Provincial Directors and Program Managers, Division Chiefs and Assistant Division Chiefs, Regional Focal Persons, Unit/Section Chiefs, Planning Officer and other key personnel of DILG R1.

ISO 9001, ISO’s flagship quality management standard, helps organizations demonstrate that they can offer consistently good quality products and services to customers and clienteles. It streamlines processes and make organizations more efficient at what they do.

DILG R1 welcomes RD Fadrilan

The Department of the Interior and Local Government Region 1 (DILG R1) welcomed Regional Director James F. Fadrilan during the Regional Command Turn- Over Ceremony last February 2, 2017 at the Hotel Ariana, Bauang, La Union.

RD Fadrilan was warmly greeted by OIC- Assistant Regional Director Victoria H. Ramos, Provincial Directors, Division Chiefs, and other key personnel of DILG R1.
In his message, RD Fadrilan said that coming to region 1 is a tour of duty and that he is glad to feel the warm welcome of DILG R1 personnel.

“Punong- puno po ng kasiyahan ang pagdating ko dahil batid ko po ang inyong napakainit na pagbati. When I left my DILG MIMAROPA family, another family welcomed me here in DILG Region 1. Iniwan ko man ang 184 doon, naghihintay naman dito sa akin ang 291 (referring to the number of personnel of both regional offices)”.

RD Fadrilan said that the accomplishment of DILG R1 is a “very tough act to follow” especially because the Regional Office has been rated as one of the Best Performing Regional Office in the Department for three consecutive years during the rating and ranking of delivery units for the grant of the Performance Based- Bonus 2013-2015.

The Regional Director, nonetheless, expressed relief when outgoing Regional Director Julie J. Daquioag informed him that the culture of excellence has already been institutionalized in DILG R1.

“Medyo gumaan po ang aking pakiramdam dahil sa sinabi sa akin kanina ni RD Julie. She said that all I have to do is to maintain the performance of DILG R1. We will defend our title. Together, we will maintain DILG R1 as one of the Best Performing Regional Office in the country”, he said.

RD Fadrilan hails from Banton, Romblon. He entered the government service in 1989 as Barangay Government Operations Officer (BGOO II) assigned in Manila. RD Fadrilan rose from the ranks and became a Division Chief in 1996 and a City Director in 2000.

After successfully hurdling the four-stage examination process, he5 obtained a Career Executive Service (CES) Eligibility in 2002. He was appointed to Rank (CESO VI) in 2007.

His hard work and pursuit for mastery of things bore fruits as he was again promoted and appointed as the Assistant Regional Director of the DILG MIMAROPA in 2011.

He became the OIC- Regional Director of the same regional office last 2012 and became the full- fledged Regional Director in 2015. 

RD James F. Fadrilan is the new Regional Director of DILG R1 per Department Order no. 2017- 13 which took effect last January 9, 2017.

DILG R1, recognized for most number of 2014, 2016 SGLG awardees

The DILG R1 takes pride for having 45 local government units (LGUs) awarded with the Seal which is five notch higher than the 40 LGU-awardees for the 2014 assessment year. This is theDILG R1’s second year of having the most number of awardees. “We are overjoyed for this feat. This only shows that LGUs of Region 1 are striving to realize the ideals of good governance. And for that, we are thankful because we know that their efforts will redound to the good of our people,” said Regional Director Julie J. Daquioag during a convocation with the personnel of DILG R1.

RD Daquioag also hopes that DILG Field Officers will be more motivated in the performance of their duties and functions because they have a role to play in the achievements of LGUs where they are stationed.

“May this serve as an inspiration for our Field Officers. As prime movers in the communities, they play a significant role in the compliance of LGUs to the different laws and regulations as
reflected in the SGLG criteria. In the context of local governance, partnership and convergence is a key to local development. That is why, I also like to extend my congratulations to our Field Officers who displayed diligence in the performance of their duties and responsibilities,” she said.

The 45 LGUs awarded with the 2016 SGLG are: Banna, Marcos, Nueva Era, Paoay, San Nicolas, Vintar, Batac City, Laoag City, and Provincial Government of Ilocos Norte; Caoayan, Cervantes, Nagbukel, Narvacan, Quirino, Salcedo, San Vicente, Santa, Sto. Domingo, Tagudin, Vigan City, and Provincial Government of Ilocos Sur; Agoo, Burgos, Rosario, San Gabriel, Tubao, and Provincial Government of La Union; and Agno, Alcala, Balungao, Bayambang, Bolinao, Dasol, Infanta, Laoac, Lingayen, Rosales, San Nicolas, San Quintin, Sta. Maria, Tayug, Villasis, Dagupan City, Urdaneta City, and Provincial Government of Pangasinan. Each of the LGU-awardees received an SGLG marker, certificate of recognition and lei. They
shall also be awarded with Performance Challenge Fund (PCF) in the amount of P4 Million for provinces, P3.4 Million for cities, and P3 Million for municipalities upon submission of documentary requirements per PCF guidelines. The SGLG is an award and incentive program for performing LGUs. It challenges provinces, cities,and municipalities to improve their performance through its up-scaled criteria along three (3) core areas and three (3) essential areas of assessment. The three (3) core areas are Financial Administration, Disaster Preparedness and Social Protection while the three (3) essential areas are Business-Friendliness and Competitiveness, Peace and Order and Environment Protection. R1 leagues, CSOs pledge support for MASA MASID

The League of Municipalities of the Philippines (LMP), Liga ng mga Barangay (LnB), National Government Agencies (NGAs) and a number of civil society organizations (CSOs) in Region 1 expressed their support to the implementation of the Mamamayang Ayaw sa Anomalya, Mamamayang Ayaw sa Iligal na Droga (MASA MASID) during the program’s Regional Launch last October 25, 2016 at the DILG Regional Office 1, City of San Fernando, La Union.

“I do believe that this (MASA MASID) will save everybody for a better Philippines,” said Mayor Erdio Valenzuela, LMP Ilocos Norte Chapter President. Representatives from the four provincial
governments attended the activity along with representatives from the four provincial chapters of the LMP, LnB, CSOs and faith-based organizations operating in the region.

In her message, Regional Director Julie J. Daquioag emphasized the need for every sector of the society to actively participate in the program. “All of us have roles in this program because peace and order is everybody’s business,” she said. Partners from the different national government agencies like the Philippine National Police (PNP), Philippine Drug Enforcement Agency (PDEA), Department of Social Welfare and Development (DSWD), Technical Education and Skills Development Authority (TESDA), Bureau of Fire Protection (BFP), Bureau of Jail Management and Penology (BJMP) and the Philippine Information Agency (PIA) also attended the MASA MASID regional launch.

Officials and employees present were stunned as PSSUPT Jose Briones of the PNP presented the statistics on drug users, drug pushers and surrenderers. “Ang mga ito ang pumipigil sa atin tungo sa magandang buhay. Noon, hindi natin nakikita ang problema. Ngayon, we are face to face with the problem,” LMP Pangasinan Chapter President Mayor Silverio Alarcio, Jr. said, responding to the volume of R1 leagues, CSOs pledge support for MASA MASID surrenderers and arrests in the region for the last four months.

The Local Chief Executive expressed his thankfulness to the President for paving the way for programs such as MASA MASID. “Magpasalamat tayo sa ating Pangulo dahil nakita niya
ang paraan para tayo ay sumulong sa magandang buhay. Nagpapasalamat ako sa ating Pangulo dahil nakikita natin ang problema,” he said.

Mayor Alarcio also urged the body to respond to the call of the program. “Tayong mamamayan ang sisisihin kung di natin masolusyunan ang problema kasi kitang-kita na natin
kapitbahay mo, kamag-anak mo, magulang mo, anak mo, kaibigan mo. In short, mas madali na dapat para sa atin ang resulbahin ang problema. Hikayatin natin ang ating mga mamamayan. Sana hindi na natin pakakawalan itong oportunidad na ito.”

Vice Governor Jose Ferdinand Calimlim, representing Gov. Amado Espino, III, also expressed the provincial government’s support for the program. “Ang amin pong commitment ay hindi lamang po kay Secretary (Sueno), hindi lamang po sa PDEA at hindi lamang po sa Presidente. Kundi we are committing to this mandate dahil gusto po namin ng magandang
kinabukasan para sa lahat po ng aming constituents,” he said.

Also present during the activity were representatives from faith-based organizations who showed eagerness to support the program. “Wala pong iwanan dito. Lahat po kami ay susuporta sa
MASA MASID. Hindi lang po kami sasama. Mag-iingay po kami. Sabi nga po ni Secretary (Sueno), lahat ng tao ay mag-ingay o makialam. Ito po ang pag- asa natin,” said Rev. Joven B. Legaspi of the Yeshua Change Agent. The MASA MASID is a barangay-based anti-criminality, anti-corruption and anti-illegal drugs program which encourages multi-sectoral partnership to
intensify the spirit of volunteerism at the community level. It aims to heighten community involvement by mobilizing the support of local stakeholders, volunteers, civic organizations, faith-based organizations and the private sectors in the fight against illegal drugs, criminality and corruption. San Carlos, Candon to adopt simplified regulatory processes

The cities of San Carlos and Candon are set to adopt simplified regulatory processes following the Training- Workshop on Regulatory Simplification for Local Government (RS4LG) last July 20-22, 2016 at Villa Silvina Hotel, Baguio City attended by members of the cities’ Simplification Management and Project Teams (SM / PTs).

The training- workshop aims to orient the members of the SM /PTs on the different phases of regulatory simplification. To ensure the adoption of the RS4LG, both cities shall enter into Memorandum of Agreement (MOA) with the Department of the Interior and Local Government Region 1 (DILG R1) and the Local Government Academy (LGA). This will be followed by separate city consultations for the Designing and Implementation Phases of the program. A Monitoring and Evaluation (M&E) scheme shall be separately done at a later period. This shall be observed per output- desired based on the four phases of simplification process.

The DILG launched the Project in support to the initial program with Department of Trade and Industry (DTI) and the National Competitiveness Council (NCC) which is the Business Permits and Licensing System (BPLS) for the improvement of the LGU regulatory systems and processes in relation to collection of fees for new / renewal of business permits alongside the in-depth analysis of LGU’s institutionalized regulatory concept of collection of taxes, fees and revenues.

The RS4LG project shall introduce reforms that will foster acceptable business climate for the investors and prospective businessmen to contribute to the realization of cities’ vision as urban center for economic growth and model for good governance.

The seven (7) other cities of the Region and the Municipality of San Nicolas, Ilocos Norte have adopted the RS4LG earlier.

DILG R1 orients 14 LGUs on BuB- CBMS 2016

The Department of the Interior and Local Government Region 1 (DILG R1) oriented 14 local government units (LGUs) on the implementation of the Community- Based Monitoring System (CBMS) funded under the Bottom- Up Budgeting (BuB) FY 2016 last July 14, 2016 at the Oasis Country Resort, City of San Fernando, La Union.

The 14 LGUs are Laoag City, Badoc, Paoay, and Solsona of Ilocos Norte; Balaoan and San Juan of La Union; and Bautista, Laoac, Mangaldan, San Fabian, San Manuel, Sto. Tomas, Tayug, and Umingan of Pangasinan. These LGUs were represented by their Local Planning and Development Coordinators, Budget Officers and City / Municipal Local Government Operations Officers.

These LGUs identified CBMS as one of the priority projects in their respective FY 2016 Local Poverty Reduction Action Plan (LPRAP).

In her Opening Message, DILG R1 Regional Director Julie J. Daquioag said that the CBMS is an essential tool in the LGUs’ planning and project implementation processes.

“We believe that you [LGUs] programmed this in your Local Poverty Reduction Action Plan (LPRAP) for FY 2016 because you want complete, comprehensive, and up- to- date data that would guide your future decision- making processes since the CBMS is an organized system of data gathering, validation, and implementation of development programs and projects”, RD Daquioag said.

The DILG R1 oriented the participants on the documentary requirements, timelines, implementation arrangement, reporting and liquidation, monitoring and evaluation, and grounds for the cancellation and termination of the program.

The LGUs are expected to complete the implementation of the program by 1^st Quarter of 2017.

The CBMS is an organized process for data collection, processing, validation and use of data for various development processes. It is a tool for evidence- based planning that seeks to know the nature and extent of poverty and identify who the poor are, where they are and why they are poor.

Recognizing its use in poverty diagnosis, the CBMS was included in the Department’s menu of poverty- reduction programs eligible for funding under the BuB FY 2016. It is being implemented by the Department in partnership with the CBMS Network Group of the Angelo King Institute of the De La Salle University- Manila.

3 R1 Regional LTIA winners receive development grants

Three Regional Lupong Tagapamayapa Incentives Awards (LTIA) winners of Region 1 received Certificates of Recognition and Development Grant amounting to Php 50,000.00 each from the Department of the Interior and Local Government Region 1 (DILG R1) last July 11, 2016.

The three (3) winners are lupons of Brgy. 1, San Lorenzo, Laoag City (Component City Category); Brgy. Ortiz, Naguilian, La Union (1^st- 3^rd Income Class Category) and Brgy. Tavora Proper, Pugo, La Union (4^th- 6^th Income Class Category). They were among the lupons assessed and validated by the Regional Awards Committee (RAC) last March 29, 2016. The three (3) lupons were selected as Regional Winners by the RAC and were nominated as regional nominees to the National LTIA.

Other lupons assessed by the RAC were from Brgy. Parian, City of San Fernando La Union and Brgy. II, Vigan City, Ilocos Sur for the City Category; Brgy. 17 Barcelona, Solsona, Ilocos Norte, Brgy. Turod, Cabugao, Ilocos Sur and Brgy. San Rafael West, San Nicolas, Pangasinan for 1^st- 3^rd Income Class Category andBrgy. Bilidbid, Salcedo, Ilocos Sur for the 4^th- 6^th Income Class Category.

The LTIA grants economic benefits and incentives to Lupong Tagapamayapa that demonstrates exemplary performance in settling disputes at the grassroots level.  It has three (3) major criteria; namely, Efficiency in the Operations of the Lupong Tagapamayapa, Effectiveness in Securing the Katarungang Pambarangay Objectives, and Creativity and Resourcefulness of the Lupong tagapamayapa. It also has four (4) categories:Highly Urbanized Cities, Component and Independent Component Cities, 1^st-3^rdClass Municipalities and4^th-6^thClass Municipalities.

RIMTF validates R1 LGUs on SCFLG

The Regional Inter- Agency Monitoring Task Force (RIMTF) validated and reviewed the documents submitted by the four (4) Provincial Audit Teams for the Seal of Child- Friendly Local Governance (SCFLG) last July 5, 2016 at the Conference Room, DILG Regional Office 1, City of San Fernando, La Union.

The RIMTF, chaired by the Department of the Interior and Local Government with the Department of Social Welfare and Development and the Department of Education as members, prepared the over- all ratings of the four (4) cities and 116 municipalities for submission to the Regional Council for the Welfare of Children (RCWC). The RCWC shall then assess, validate and declare eligible LGUs that will be endorsed to CWC to vie for the Seal.

The SCFLG is a commitment of the Department to ensure the progressive realization of children’s rights through the mandatory audit of local government units (LGUs) in bringing positive results for children.

The SCFLG gauges the performance of LGUs through the Seal of Child- Friendly Local Governance Audit (SCFLGA) along 12 indicators. These indicators include: 1. Percentage reduction in the deaths of children below five (5) years old, 2. Percentage reduction in children under- six years old with below normal weights, 3. Percentage increase in the number of 3-4 year-old children attending center- based day care centers, 4. Completion rate of elementary schooling in 2015, 5. absence of child labor or reduction in child labor cases, 6. Safety measures for children in community and schools, 7. Extent of mainstreaming of children’s rights to survival, development, protection and participation in the core development agenda of LGUs, 8. An ordinance establishing Barangay Violence Against Women and their Children Desk, 9. 2015 Philhealth accreditation  in its main health facility or rural health unit for the Maternal Care Services and Primary Care, 10. 2015 Philhealth accreditation  in its main health facility or rural health unit for the Maternal Care Services and Primary Care, 11. A Local School Board (LSB)  Plan for CY 2015 that is aligned with the School Improvement Plan (SIP), and 12. Completed at least 70% of its  LSB Plan for 2015.

SILG Sarmiento bids farewell to DILG R1 family

“It is hard to leave an organization which you have learned to love”.

These were the words of Secretary of the Interior and Local Government (SILG) Mel Senen S. Sarmiento as he bade farewell to his Department of the Interior and Local Government Region 1 (DILG R1) family in an exit call attended by key personnel of the DILG R1, Philippine National Police (PNP), Bureau of Fire Protection (BFP), Bureau of Jail Management and Penology (BJMP), and the National Police Commission (NAPOLCOM) last June 2, 2016 at the Conference Room of the San Fernando City, La Union Airport.

The SILG requested the Exit Call to personally thank his DILG R1 family for the support they have given him. He acknowledged the dedication he witnessed from the DILG personnel and said that he is thankful for the opportunity given to him to serve as SILG even for such a short time.

“Maswerte ako na DILG ang napuntahan ko kasi dito ko nakita ang mga committed public servants”, he said.

The SILG expressed his hopes that the programs and projects being implemented by the Department will be carried out by the administration of President Rodrigo Duterte. He cited, among others, the implementation of the Konkreto at Ayos na Lansangan at Daan Tungo sa Pangkalahatang Kaunlaran (KALSADA) and the Bottom- Up Budgeting (BuB) programs.

He also hopes that the incoming administration will continue projects which have been started or proposed for the coming years. These include review and completion of the Roadmaps for the BJMP and BFP, implementation of the Memorandum of Understanding (MOU) with the Commission on Higher Education (CHED) and the establishment of National Government Operation Centers in the local government units that would house national agencies.

He said that the MOU with CHED has three- fold objectives which are: 1) drafting of new curriculum for Criminology students which contain higher standards of discipline, 2)  establishment of Disaster Risk Reduction and Management Institutes in State Universities where local officials may enrol, and 3) establishment of institutional arrangements that would allow the Department of Public Works and Highways (DPWH) to tap all 5^th Year Civil Engineering students as partners in the design of projects and supervision of project implementation.

As for the Local Government Sector, the SILG said that the proposed DILG- owned National Government Operation Centers in the local government units was envisioned to house City / Municipal Local Government Operations Officers (C/MLGOOs) with staff support that would warrant the provision of Representation and Transportation Allowance (RATA) and Maintenance and other Operating Expenses (MOOE).

He said that the concept is to bring the national government closer to the local government units for convergence.

“Because at the end of the day, the public would not be able to decipher whether a project is from the local government or the national government”, he said.

As a private citizen, the SILG intends to continue lobbying for a separate Procurement Law for uniformed personnel.

“We are used to buying the cheapest but the cheapest does not necessarily mean best buy. Just imagine kung bibilhan mo yung pulis ng baril, mura nga pero di naman pumuputok”, SILG Sarmiento said.

He also commended the Philippine National Police for a very peaceful May 9 Elections.

“Sinasabi ko ito kasi I am the one being congratulated. Pero kayo naman talaga ang kumilos together with the AFP (Armed Forces of the Philippines)”, he said.

The SILG conducted exit calls in all DILG Regional Offices and attached agencies to personally thank his DILG family.

“Hindi naman pwedeng di ako umikot kasi kumatok na ko sa bahay ninyo. Siguro naman, sa taong pinapasok sa bahay niya ay kailangan ding humingi ng permiso bago umalis at magpasalamat man lang. Kaya ko po ginagawa itong pagpapasalamat sa inyo.”

The SILG recounted that prior to his being SILG, the DILG is an agency he has closely worked with as an elected official. He ended his exit call by saying, “I am going to miss my DILG family.”

DILG R1 trains 43 LGUs to fast track BUB project implementation

In keeping with its commitment to ensure compliance and implementation of Bottom- Up Budgeting (BuB) projects in local government units (LGUs), the Department of the Interior and Local Government Region 1 (DILG R1) trained 43 LGUs which are to receive their 2^nd tranche of funds for BuB 2015 and those which are in the process of preparing documentary requirements for BuB 2016.

The training, which was conducted last May 25- 27, 2016 at the Regency Hotel, Calasiao, Pangasinan, aimed to enhance the skills of LGU- participants on the preparation of documentary requirements for the release of BuB funds. It was attended by Municipal Engineers or technical staff in- charge of BuB projects, Municipal Planning and Development Coordinators (MPDCs), Municipal Local Government Operations Officers, and other key personnel from DILG R1.

DILG Regional Director Julie J. Daquioag said that the Department recognizes the need for continuous capacity development for LGUs particularly in the preparation of project proposals, feasibility studies, detailed engineering designs, work plans, and other reportorial requirements.

“Preparation of documentary requirements is very important for the release of funds so that LGUs can start the construction of their priority anti- poverty projects and for our communities to feel the impact of these projects. We want to address delays in the release of funds due to submission of incomplete documentary Dir. Daquioag also added that the training was a venue for the DILG R1, through its Project Development and Management Unit (PDMU), to conduct a dialogue with the LGUs and thresh out issues in project implementation.

The Bottom- Up budgeting is a reform program that promotes transparency, participation, accountability and responsiveness. It is a continuing initiative of the national government in making the budgeting process more responsive to local needs. The Provision of Potable Water Supply, Construction of Evacuation Facilities, Flood Control, Seawalls, Drainage Canals, Foot Bridges and purchase of disaster risk reduction and management (DRRM) equipment are the DILG- BuB projects being implemented in the LGUs.

129 LGUs in R1 data gathered on SGLG

The Department of the Interior and Local Government Region 1 (DILG R1) completed the Seal of Good Local Governance (SGLG) data gathering, online data entry in the Local Governance Performance Management System (LGPMS) website, and uploading of documents in the Google Drive for the four (4) provinces, nine (9) cities, and 116 municipalities of the Region.

“We are happy to note that we are able to follow our timetable since we are given until June 15 to complete the data gathering, encoding and uploading phase of the SGLG. As I have always emphasized, we do not operate on the deadline. We operate two days before the deadline”, said Regional Director Julie J. Daquioag.

To assess the quality of the results gathered, the DILG R1 also conducted a Mid- Calibration last May 13, 2016 at the DILG Regional Office, City of San Fernando, La Union. The activity was participated in by Provincial Directors, Provincial SGLG Focal Persons, members of the Regional Assessment Teams (RATs) and key personnel of the DILG Regional Office.

Provincial Focal Persons (PFPs) presented comparative assessment of validation results across the criteria. The RAT members, on the other hand, commented on the presentation of the PFPs. At the end of the activity, different interpretations of the criteria were calibrated.

The submitted SGLG results will be reviewed, calibrated and processed by the Bureau of Local Government Supervision (BLGS) until August 5, 2016. After which, a National Validation by the National Assessment Team (NAT) will run until September 12, 2016. Announcement and Conferment of SGLG awardees is on October 2016.

The SGLG is an award and incentive program for performing LGUs. It continues to challenge all provinces, cities, and municipalities to improve their performance through its up-scaled criteria along three (3) core areas and three (3) essential areas of assessment.

DILG La Union, Most Compliant Provincial Office

The Regional Poverty Reduction Action Team (RPRAT) chaired by Dir. Julie J. Daquioag, Regional Director of the Department of the Interior and Local Government Region 1 (DILG R1), reviewed the Local Poverty Reduction Action Plans (LPRAPs) of the four (4) provinces, nine (9) cities, and 116 municipalities of the Region and submitted the finalized LPRAPs to the Department of Budget and Management (DBM) Central Office last March 4, 2016.  

The LPRAPs of the 125 LGUs contain the priority projects identified by the Local Poverty Reduction Action Teams (LPRATS) through the Bottom- Up Budgeting (BuB) process. These projects were identified through consensus or majority vote (if consensus cannot be reached) among LPRAT members; 50% of which is composed of civil society organization (CSO) representatives elected to the LPRAT by participating CSOs during the Civil Society General Assembly and the remaining 50% composed of representatives from the government. 

The DBM Central Office shall consolidate the submission of all RPRATs and forward them to participating Agency Central Offices (ACOs). The ACOs, in turn, shall include the list of priority projects falling under the agency’s menu of programs in the agency’s budget proposal.

In compliance to the DBM- DILG- DSWD- NAPC Joint Memorandum Circular No. 7, the DILG R1, along with other participating agencies, also presented the initial list of priority projects falling under their agency’s menu of programs identified by the 125 LPRATs during the Regional Budget Review and Consultation last February 22- 24, 2016. Participating agencies submitted their final list of the priority projects to the Regional Development Budget Coordinating Committee (RDBCC). These were integrated in regional line agencies’ budget proposals which were endorsed by the Regional Development Council Executive Committee (RDC ExCom) to their respective Central Offices.

For the DILG R1, the list of priority projects for 2017 identified through the BuB process were included in its 2017 Budget Proposal which was endorsed by the RDC  Excom through Resolution No. 34, s. 2016 entitled: “Endorsing to the Honorable Mel Senen S. Sarmiento, Secretary of the Department of the Interior and Local Government, the FY 2017 Budget Proposal of the Department of the Interior and Local Government Regional Office 1 for inclusion in the FY 2017 Agency Budget Proposal.”

Under the BuB 2017, LGUs were given a budget cap of p 20 Million and additional performance- based incentives to fund the identified poverty projects. 

RAC nominates 3 lupons of R1 to the National LTIA

The Regional Awards Committee (RAC), chaired by Dir. Julie J. Daquioag of the Department of the Interior and Local Government Region 1 (DILG R1), nominated three (3) best performing lupons of Region 1 to the National Lupon Tagapamaya Incentives Awards (LTIA), following the table validation conducted last March 29, 2016.

The three (3) lupons are from Brgy. 1, San Lorenzo, Laoag City (City Category); Brgy. Ortiz, Naguilian, La Union (1^st- 3^rd Income Class Category) and Brgy. Tavora Proper, Pugo, La Union (4^th- 6^th Income Class Category).

Other lupons nominated by the Provincial Awards Committees and assessed by the RAC were from Brgy. Parian, City of San Fernando La Union and Brgy. II, Vigan City, Ilocos Sur for the City Category; Brgy 17 Barcelona, Solsona, Ilocos Norte and Brgy. Turod, Cabugao, Ilocos Sur for 1^st- 3^rd Income Class Category andBrgy. Bilidbid, Salcedo, Ilocos Sur for the 4^th- 6^th Income Class Category.

The LTIA grants economic benefits and incentives to Lupong Tagapamayapa that demonstrates exemplary performance in settling disputes at the grassroots level.  It has three (3) major criteria; namely, Efficiency in the Operations of the Lupong Tagapamayapa, Effectiveness in Securing the Katarungang Pambarangay Objectives, and Creativity and Resourcefulness of the Lupong tagapamayapa. It also has four (4) categories:Highly Urbanized Cities, Component  and Independent Component Cities, 1^st-3^rdClass Municipalities and4^th-6^thClass Municipalities.

The Regional Poverty Reduction Action Team (RPRAT) chaired by Dir. Julie J. Daquioag, Regional Director of the Department of the Interior and Local Government Region 1 (DILG R1), reviewed the Local Poverty Reduction Action Plans (LPRAPs) of the four (4) provinces, nine (9) cities, and 116 municipalities of the Region and submitted the finalized LPRAPs to the Department of Budget and Management (DBM) Central Office last March 4, 2016.  

The LPRAPs of the 125 LGUs contain the priority projects identified by the Local Poverty Reduction Action Teams (LPRATS) through the Bottom- Up Budgeting (BuB) process. These projects were identified through consensus or majority vote (if consensus cannot be reached) among LPRAT members; 50% of which is composed of civil society organization (CSO) representatives elected to the LPRAT by participating CSOs during the Civil Society General Assembly and the remaining 50% composed of representatives from the government. 

The DBM Central Office shall consolidate the submission of all RPRATs and forward them to participating Agency Central Offices (ACOs). The ACOs, in turn, shall include the list of priority projects falling under the agency’s menu of programs in the agency’s budget proposal.

In compliance to the DBM- DILG- DSWD- NAPC Joint Memorandum Circular No. 7, the DILG R1, along with other participating agencies, also presented the initial list of priority projects falling under their agency’s menu of programs identified by the 125 LPRATs during the Regional Budget Review and Consultation last February 22- 24, 2016. Participating agencies submitted their final list of the priority projects to the Regional Development Budget Coordinating Committee (RDBCC). These were integrated in regional line agencies’ budget proposals which were endorsed by the Regional Development Council Executive Committee (RDC ExCom) to their respective Central Offices.

For the DILG R1, the list of priority projects for 2017 identified through the BuB process were included in its 2017 Budget Proposal which was endorsed by the RDC  Excom through Resolution No. 34, s. 2016 entitled: “Endorsing to the Honorable Mel Senen S. Sarmiento, Secretary of the Department of the Interior and Local Government, the FY 2017 Budget Proposal of the Department of the Interior and Local Government Regional Office 1 for inclusion in the FY 2017 Agency Budget Proposal.”

Under the BuB 2017, LGUs were given a budget cap of p 20 Million and additional performance- based incentives to fund the identified poverty projects.
