The Municipality of Bauang, La Union,The Municipality of Bauang, La Union,thru its Sangguniang Bayan (SB), enactedMunicipal Ordinance No. 35 series of2020 entitled “Prescribing Safety andHealth Regulations in the Municipality ofBauang and Requiring Employers, Headsand Leaders to Ensure Protection of TheirEmployees, Students and the CommunityAgainst Infection, Contamination orSpread of Infectious Diseases Such as theCorona Virus (COVID-19) and ProhibitingDiscrimination Against a Person Infected,Probable or Suspected Due to theCOVID-19 Virus Including Public andPrivate Doctors, Nurses, Health Workers,Emergency Personnel and Volunteers,Service Workers Who Are Assigned to Hospitals or Other Centers Where These Persons are Being Treated, As Well as Other Acts That Will Violate the Enhanced Community Quarantine and Imposing the Appropriate Penalties Therein, Herein Otherwise Known as the COVID-19 CODE OF THE MUNCIPALITY OF BAUANG.”The said ordinance was approved by the Local Chief Executive (LCE), Hon. Menchie C. Lomboy – De Guzman, M.D. on April 17,2020.
It provides the citizens with a body of current and enforceable laws relative to COVID-19 in a way that makes the Code easy to use as a reference. A modified public hearing was conducted on April 15– 16, 2020 wherein Sangguniang Bayan COVID-19 Code of Bauang, La Union LGU: Bauang, La Union Members (SBMs), together with the SB Secretary, went to all barangays of Bauang and informed concerned officials on duty and constituents alike about the guidelines as to the contents of the proposed measure which was certified as urgent by the LCE. Through this legal instrument,the municipality aims to institutionalize its efforts in its battle against COVID-19 and hopefully lessen its impact to the locality.
DILG R1 conducted Refresher Course on COVID-19 Contact Tracing Work
DILG Region I conducted the first batch of the Refresher Course on COVID-19 Contact Tracing Work: Guide for Local Government and Contact Tracers on May 16, 2022.
The activity is in partnership with the Department of Health (DOH), Department of Science and Technology (DOST), and Office of Civil Defense (OCD) and that aims to provide updates on the new policies and strategies of the government against COVID-19 to the Contact Tracers.
Regional Director Julie J. Daquioag, Ph.D, CESO III on her opening message that it is very important and crucial because we need to be always prepared due to the new variants of the SARSCov-2 and Contact Tracing is one of the effective strategies to stop the transmission.
The said activity is being attended by the CMLGOOs, DILG-DOLE-LGU-hired Contact Tracers, PNP and BFP Officers acting as Contact Tracers, Local Epidemiology and Surveillance Units (LESUs), Barangay Health Emergency Response Team (BHERTS), and LGU volunteers of the Province of Ilocos Sur.
The activity will be in four (4) batches, Batch 2 will be Ilocos Sur scheduled on May 17, Batch 3 will be La Union on May 18, 2022 and the Batch 3 is Pangasinan on May 19, 2022.

LGRRC 1 conducts Library Management Orientation for DILG R1 Personnel
The Local Governance Regional Resource Center 1 (LGRRC) thru the Multimedia and Knowledge Facility in partnership with the St. Louis College (SLC), City of San Fernando, La Union conducted the Orientation on Library Management for DILG RO1 Personnel on April 21, 2022.
Resource Speakers were Ms. Ligaya N. Caranay, Mr. Michael John C. Batuang, and Mr. Kenneth Mare C. Gangey, Registered Librarians from the SLC. The topics discussed include the Library Objectives, Vision and Mission, Administration and Human Resources; Collection, Management and Organization, and Services; Information Technology-Based Services and Collaboration.
Regional Director Julie J. Daquioag, in her message, extended her gratitude to the SLC management for such another meaningful engagement that will surely support the LGRRC’s knowledge management and sharing strategies. RD Daquioag added that there is a need to update the LGRRC 1 Library as well as skills of the members in order to catch-up with the current advancements. This will also enable the DILG R1 to efficiently and effectively deliver its services to its clients.
The orientation was attended by the LGRRC1 Team Members from the Regional and Provincial Offices.
Participants of the said activity are now equipped with the basic concepts in Library and Information Science and on how to manage information resources in print, non-print, electronic, and digital formats. Part of the discussions also enabled the participants to be aware on how to properly organize, conserve, and preserve information objects, documents, and other intellectual properties.
DILG R1 conducts virtual info drive on responsible voting for youth
The Department of the Interior and Local Government-Region 1 (DILG-R1) conducted a virtual Information Drive on Responsible Voting of the Youth and the 2022 Elections for the members of the Sangguniang Kabataan and other youth organization in the region last April 18, 2022.
The voter’s education drive aims to help voters, particularly the youth, in deciphering which information to consider when selecting the candidates to be elected into public office.
The said drive is likewise seen to empower the youth with knowledge regarding significant factors that may affect their decision, and ensure their participation in deciding for the future of the country on the 2022 National and Local Elections.
The said virtual info drive was made possible in partnership with the Commission on Elections (COMELEC), Legal Network for Truthful Elections (LENTE Philippines) and National Youth Commission (NYC).

GENERAL ORIENTATION ON THE THIRD-PARTY MONITORING GUIDELINES of the Local Government Support Fund – Support to the Barangay Development Program (LGSF-SBDP)
To ensure a successful conduct of inspection and validation of the 2021 Local Government Support Fund – Support to the Barangay Development Program (LGSF-SBDP) projects and programs, the DILG Program Management Offices (PMOs) of the Localization of Executive Order No. 70 (LEO 70) Program and the Support for the Local Governance Program (SLGP) held a virtual GENERAL ORIENTATION ON THE THIRD-PARTY MONITORING GUIDELINES to all DILG Regional Offices’ concerned representatives/focal persons from the PDMU, FAD, LGCDD, and SLGP via Zoom teleconferencing on March 25, 2022.
Third-Party Monitoring (TPM) is sought to conduct to ensure transparent, accountable, and responsive implementation of the SBDP. This will be carried out by an accredited non-government entity and provide independent perspective on project performance and shall augment existing monitoring capacities of the Department.
Deployment of TPM shall take place on July to December of this year covering all infrastructure and non-infrastructure LGSF- Support to the Barangay Development Program projects reported as completed and/or ongoing.
The LGSF-SBDP is the Government’s priority program to usher development and deliver basic services to conflict-affected barangays that lagged due to the terror caused by the CPP-NPA Terrorists. For 2021, 822 barangay beneficiaries that were cleared from the communist insurgency are provided with 20 million pesos each for their priority projects. For region 1, Barangay Baluarte, Salcedo and Barangay Nagbettedan of Santo Domingo in the Province of Ilocos Sur are among the identified barangay beneficiaries for FY 2021.
Asec Macario spearheaded CSBP in Region 1
Asec. Alexander L. Macario, the Assistant Secretary for Public Safety and Security spearheaded the Comprehensive Social Benefits Program (CSBP) Regional Working Group (RWG) Meeting on March 1, 2022 at Jorisan Waterfront Resort, Bauang, La Union.
The Comprehensive Social Benefits Program (CSBP) provides different types of benefits and assistance, such as special financial assistance, scholarship, special welfare assistance, health and medical care assistance, shelter assistance and employment assistance to the families of soldiers Killed in Action and Wounded in Action (KIA/WIA).
The Regional Working Group (RWG) is composed of the following: Department of the Interior and Local Government (DILG), Armed Forces of the Philippines (AFP), Philippine National Police (PNP), Bureau of Fire Protection (BFP), Bureau of Jail Management and Penology (BJMP), Philippine Coast Guard, Department of Public Works and Highways (DPWH), Department of Health (DOH), Department of Labor and Employment (DOLE), Department of Social Welfare and Development (DSWD), Department of Trade and Industry (DTI), Technical Education and Skills Development Authority (TESDA), National Housing Authority (NHA), PhilHealth and Bangko Sentral ng Pilipinas (BSP).

DILG R1 joins the S.A.F.E. NLE 2022 launching
February 17, 2022- The Department of the Interior and Local Government Regional Office I (DILG RO I) represented by Assistant Regional Director Agnes A. de Leon, CESO V and LGMED Chief Rhodora G. Soriano joined the Philippine National Police Regional Office I (PNP PRO1), Commission on Elections (COMELEC) Regional Office I, religious leaders, and other concerned stakeholders in the Launching of Safe, Accurate, Free/Fair National and Local Elections (SAFE NLE) 2022 with the theme “Ako ang Simula ng Pagbabago” at the PRO1 Grandstand, Camp BGen Oscar M Florendo, Parian, City of San Fernando, La Union.
“Let us continue our collaborative efforts by doing our parts as government agencies, non-government organizations, and community leaders to ensure a violent-free, secure, and peaceful May 2022 elections” said ARD de Leon in her message. She added that “It is not in numbers but in unity that our great strength lies.” ARD de Leon emphasized the important role of each and everyone to have a SAFE NLE.
The activity aimed to promote and enjoin concerned agencies and stakeholders for a safe, accurate, free and fair elections this coming May 9, 2022. PMGen Rodolfo S. Azurin, Jr., the Director for Comptrollership of the PNP and at the same time the guest of honor and speaker, stressed that the PNP supports the call of President Rodrigo Roa Duterte for a clean election this year.
Making the event more meaningful and symbolic, aside from the Interfaith Prayer for NLE 2022, there were lighting of the SAFE candles and pinning of SAFE 2022 pin, manifesto signing, benediction of religious leaders, and the releasing of white doves.
The launching was participated by officials and personnel from the PNP, COMELEC, PCG, DILG, 702nd IB of PA, PPCRV, NAMFREL, and different religious organizations headed by Most Reverend Daniel Oca Presto, D.D., Bishop, Diocese of City of San Fernando, La Union; IMAM Zainal Macapundag, President Muslim Center, City of San Fernando, La Union; and Pastor Romeo B. DILG RO IS SAFETY SEAL RE-CERTIFIED
On February 15, 2022, the Department of the Interior and Local Government Regional Office I (DILG RO I) is again awarded the Safety Seal for its sustained compliance to the requirements of the Safety Seal Certification Program (SSCP).
The assessment was conducted by the City Safety Seal Inspection and Certification Team composed of LGOO II Michael John F. Borja and AdA IV Roger Christian S. Macalino from DILG City Office, SFO2 Mar-Jeffrey J. Pascua from BFP-CSF, and PAT Menchie C. Dela Cruz from PNP-CSF. LGOO VI/HEA Marife M. Doculan assisted the team as they inspected the adherence of the Regional Office to the requirements of the SSCP.
The Safety Seal Certification is a voluntary certification scheme which affirms that an establishment is compliant with the minimum public health standards set by the government and uses or integrates its contact tracing with StaySafe.ph.

RD Julie received the award during the MMSU’s Pammigbig ken Pammadayaw Year III virtual ceremony on February 15, 2022 as part of the MMSU’s 44th Foundation Anniversary. She was awarded along with the other eight (8) distinguished alumni who have brought great distinction to the University through their significant contributions to society and whose accomplishments, affiliations, and careers have honored its legacy of excellence.
RD Julie, who finished her doctorate degree in MMSU in 2001 is truly a living exemplar for demonstrating exceptional leadership as she led the dynamic DILG Regional Office 1 and 3 towards promoting excellence in local governance and enhancing service delivery for local government units to become transparent, socially-protective and resilient LGUs.
With her “get it first, get it fast, and get it right” mantra that she incessantly emphasizes to her fellow Matitino, Mahuhusay, and Maaasahang DILG personnel and her strength of spirit, manifested through her focused efforts to implement the programs, projects, and activities of the DILG has led to the attainment of unparalleled success for the organization.
The Alumni Award System is designed to recognize and celebrate the ideals of the University which are continually kept alive by those who have gone through the portals of the University. LGRRC1 Conducts External KM Audit to MSAC Partners
The Department of the Interior and Local Government (DILG) Region 1 thru the Local Governance Regional Resource Center (LGRRC) 1 conducted External Knowledge Management (KM) Audit to five (5) Multi-Stakeholder Advisory Committee (MSAC) partners via Zoom Video Conference, October 4-8, 2021.
LGOO V Euly Q. Enrique of the Local Government Academy (LGA) rendered her technical expertise on the subject matter as the resource speaker for the said audit.
The participants who joined the activity are LGRRC 1 Members, Provincial LGRC Members, and MSAC partner-representatives from National Economic and Development Authority (NEDA) Region 1, Commission on Higher Education (CHED) Region 1, Mariano Marcos State University (MMSU), LGU- Vigan City, Ilocos Sur, and LGU Bauang, La Union.
The External KM Audit aims to orient the MSAC partners on KM Audit, its Components, Audit Framework, Diagnostic Activities, and Audit Tools; and for the participants to assess their own organization’s “Knowledge Management” health, “readiness” or “fitness” to “do Knowledge Management”.
KM Audit looks into organizational maturity, knowledge needs of the organization/community/network, knowledge assets or resources and where they are, knowledge gaps that exist, how knowledge flows around the organization, and the blocks to the knowledge flow, such as to what extent do people, processes and technology currently support or hamper the effective flow of knowledge.
