EXECUTIVE SUMMARY








           The Department of the Interior and Local Government Region 1 (DILG R1) continues to
           provide the needed technical  assistance  to the 129 Local  Government  Units (LGUs)
           in  the Region  through the implementation  of the major  deliverables as well  as other
           deliverables of the Department for FY 2016.


           The DILG  R1 has maintained  its exemplary  performance  in  the implementation  of the
           different  programs,  projects, and activities  (PPAs) as manifested by the different  awards
           and recognitions  given to its  LGUs, to the  Regional  Office itself  and to its  personnel.
           The DILG R1 prides itself as the only regional office that was ranked Best in the rating of
           delivery units for the Performance-Based Bonus (PBB) for three consecutive years.


           It  received a special  recognition  for  having the  highest number of Seal of Good
           Local  Governance  (SGLG)  Awardees among the regions  and was ranked 5th  under
           Institutional  Category for Operational  Performance.  Barangay  1, San  Lorenzo,
           Laoag  City won  the national  award  for Outstanding  Lupon,  while  the Municipality  of
           Dumalneg, Ilocos Norte bagged the 2015 Presidential Awards for Child-Friendly Municipality
           under the 4th-6th Income Class Category.


           In terms of PPA implementation, DILG R1 strove to achieve and even surpass its targets.
           All  LGUs are fully complying  to the Full  Disclosure Policy  (FDP).  One  hundred  percent
           of the Local Chief  Executives were oriented under  the  Newly-Elected Officials (NEO)
           Training  Program.  Technical  Assistance was provided in the  implementation  of
           locally-funded projects such as Bottom-Up Budgeting (BuB)/Assistance to Disadvantaged
           Municipalities (ADM),  Sagana at Ligtas na Tubig sa Lahat (SALINTUBIG) and Performance
           Challenge Fund (PCF) among others.


           The DILG R1 and its workforce has been supportive and cooperative with the government’s
           intensified campaign against criminality and illegal drugs and sustained good governance as
           manifested in the Regional Launch of the Mamamayang Ayaw sa Anomalya, Mamamayang
           Ayaw sa Iligal na Droga (MASA MASID) and the conduct of Provincial Anti-Illegal Drugs
           Summit last 2016.


           The DILG  R1 shall move  forward  to 2017  with the  same  passion  and purpose. It will
           undoubtedly be another productive and rewarding year for the DILG R1.
