LGU Bayambang Makes Use of Technology to Implement Vaccination Program

The advent of the “new normal” brought by the COVID-19 pandemic has called for the launching of innovations in order to help the people adapt while finding the balance between a safe citizenry and a developing economy. One of the most effective ways in which the municipality can do this is the massive vaccination campaign that aims to build herd immunity among the citizens, so the Local Government Unit of Bayambang has been directing its efforts towards encouraging the people to get vaccinated and providing safe and effective COVID-19 vaccines to Bayambangueños.

Here are some of the innovations and steps undertaken by the LGU-Bayambang for an efficient Vaccination Program in the municipality:

Creation of Task Force Bakuna

As early as January 7, 2021, LGU-Bayambang created a Task Force Bakuna to oversee the preparatory work in anticipation of the massive COVID-19 vaccination, and spearhead the implementation of the program once the vaccines arrive. The Task Force prepared the Vaccination Plan based on the guidelines from the Department of Health and communicates with the higher ups for the swift provision of vaccines in the municipality.

Once the Task Force was created, the LGU has been set in finding ways and means to make the vaccine freely available to all willing constituents.

This was immediately followed by a massive information-education campaign by the Task Force in the different barangays, with the help of the Rural Health Units, Public Order and Safety Office, and Municipal Disaster Risk Reduction and Management Office, on top of a special orientation program targeting all 77 barangay captains, an activity that was broadcast on Facebook Live for a wider audience reach.

Vaccination Program Started

In preparation for the first vaccination day, a simulation activity was conducted on March 25 involving top officials to assure the smooth flow of vaccination and to encourage would-be vaccinees in the face of hesitation from a huge majority of our constituents.

The local vaccination program officially began on March 30 at the Pugo Evacuation Center, which was converted into the LGU-Bayambang Vaccination Site. The site is conducive to assembling a large group of people without violating the minimum health protocols and without requiring people, especially seniors, to line up under the heat of the sun or in the rain. To ensure smooth flow, different areas were roped-off and labeled. There was a conspicuous registration area, vaccination area, post-vaccination observation area, counseling area, and so on.

As per IATF's policy, the medical frontliners, lay rescuers, and security forces were the first ones to be vaccinated. Photo-op sessions were conducted, and the photos were quickly published on the official Facebook page as further encouragement to the public.

Later on, Mayor Cezar Quiambao -- with full publicity -- had himself vaccinated to help convince the public to get themselves vaccinated.

ICTO Devises an Electronic Vaccination Management System to Speed Up Client Data Retrieval

The Information and Communications Technology Office created the Bayambang Electronic Vaccination Management System to automate the handling of COVID-19 vaccination data. RHU personnel are now taking advantage of the system using a QR code scanner to scan data printed in the vaccination cards, to pull up the existing record of a vaccinee and serve as basis for giving a 2nd dose of the COVID-19 vaccine. This small yet significant initiative helps fulfill the vision of Bayambang as a smart (i.e., digitally enabled) town.

The System encompasses 1. vaccinee profiling, 2. vaccinee screening 3. vaccine consent capturing, 4., vaccine dose recording and card printing, 5. vaccine administration database (daily accomplishment, progress), and 6. vaccine after-even following immunization incident management database.

Free Ride to and from the Vaccination Site

To control the influx of people and further encourage them to be vaccinated, the LGU provided free rides from the barangays to the Vaccination Site and back. This is also in consideration of Bayambangueños whose money for the fare going to the site can be used for their more pressing needs. 

Local transport groups, whose livelihood was severely affected by pandemic restrictions, were tapped as partners in this initiative. The LGU also makes use of the vehicles previously purchased for the different offices for more efficiency in public service.

The Task Force also assures that each vaccinee gets free snacks after the inoculation.

Advisories

Advisories are posted every now and then on our official Facebook page to update the people on how many people have been vaccinated so far according to the IATF's group prioritization, how many vaccine vials (and what brand) are available, and when the next vaccination dates will be.

Meanwhile, the Task Force Bakuna continues with its information drive in the barangays to convert hearts and minds and turn the previously unwilling into vaccine advocates who will actually show up at the site on vaccination day -- to help contribute to the much-desired herd immunity in the country at the soonest possible time.

PG Pangasinan conducted Orientation-Forum for Funeral Parlors/Mortuary Service Workers

LINGAYEN, PANGASINAN- The Provincial Government of Pangasinan, through the Provincial Health Office, in coordination with the Department of the Interior and Local Government (DILG) as the lead agency in the Management of the Dead and Missing (MDM) Response Cluster, Department of Health (DOH), Philippine National Police (PNP), and Bureau of Fire Protection (BFP) conducted a face-to-face Orientation-Forum for Funeral Parlors/Mortuary Service Workers on April 15, 2020 at the Pangasinan Training and Development Center (PTDC).

The activity aimed to capacitate the funeral parlors and mortuary service workers in the proper handling and disposal of the remains of Covid-19 confirmed cases and persons under investigation (PUI). It was spearheaded by Hon. Amado I. Espino III, Provincial Governor of Pangasinan. Thirty-six (36) funeral parlors in the province attended the said activity. They were the commissioned funeral parlors/crematoriums of their LGUs to handle the remains of Covid-19 confirmed cases and PUIs. Also present were DILG Provincial Director Paulino G. Lalata, Jr., Provincial Administrator Atty. Nimrod Camba, Provincial Health Officer Dr. Anna Maria Teresa De Guzman, DOH Consultant, Ashley Antonio, Provincial Epidemiology and Surveillance Officer Rodhalia Binay-an, BFP Superintendent Noel Gagalac, PNP Crime Laboratory Representative Dr. Ariel De Vera, Provincial Information Officer Orpheus Velasco, and PRRDMO Rhodyn Luchinvar Oro. The topics discussed were: Covid-19 Provincial Situationer; Personal Hygienic Measures; Universal, Standard, and Transmission-based Precautionary Measures; and, Recommended Precautions when Handling Remains.

After the orientation-forum, all the participants, together with the key executives of the provincial government and national agencies, signed a pledge of commitment to signify their support to the objectives of the activity in fighting against the Covid-19 pandemic in the province of Pangasinan.

The Provincial Government of Pangasinan is the first province in Region 1 to conduct the said orientation-forum.

Medical and Dental Teleconsultation of Bayambang

Individuals with health conditions have higher risk of exposure or even infection to COVID-19. In response to this, the Rural Health Unit in the Municipality of Bayambang, Pangasinan launched its Medical and Dental Teleconsultation on the onset of the Enhanced Community Quarantine (ECQ) for Bayambangueños with urgent medical concerns and for those who are not able to go out and buy medicines. 5 Medical and Dental Teleconsultation LGU: Bayambang, Pangasinan HEALTH.

Aside from calls and text messages, Dr. Paz F. Vallo, Dr. Adrienne A. Estrada and the Rural Health Unit utilizes social media to provide free medical, maternal and dental consultation. After giving diagnosis, doctors send needed medicines to the patient in coordination with Barangay Health Workers (BHWs). For patients to refrain from going outside, RHU staff also delivers medicines to their homes. Bayambangueños can send their medical concerns to the Facebook page of the Rural Health Unit of Bayambang or Rural Health Unit II – Bayambang during Mondays to Fridays from 8:00 AM to 5:00 PM.

Aside from monitoring the health conditions of individuals, frontliners in the Municipality of Bayambang ensures that the health of its residents are also given priority at a crisis like this. The effort is believed to lessen the need of individuals with serious medical concerns in going out to purchase their medicines thus reducing their probability of exposure not only to COVID-19 but also to other diseases as well.

Hot Meals on Wheels

Being the premier economic center in Pangasinan, Dagupan City is greatly affected by the implementation of the Enhanced Community Quarantine (ECQ). Many of the business establishment’s operations and economic activities halted in the city. Workers who are mostly heads of households, were left with no livelihood or stable source of income and incapable of providing for their families’ basic needs like food.Being the premier economic center in Pangasinan, Dagupan City is greatly affected by the implementation of the Enhanced Community Quarantine (ECQ). Many of the business establishment’s operations and economic activities halted in the city. Workers who are mostly heads of households, were left with no livelihood or stable source of income and incapable of providing for their families’ basic needs like food.


Complementary to the ongoing distribution of relief goods, the City Government of Dagupan launched Hot Meals on Wheels, a feeding activity for the communities of 31 barangays seriously affected by the economic disruption caused by the COVID-19 pandemic.Residents are informed by the City Nutrition Office on the schedule of the distribution through the Barangay Health Workers (BHWs). Residents must wear their face mask in claiming meals. To ensure physical social distancing, only one (1) representative is allowed to claim meals, provided that, they bring their own food containers for safety purposes.

Women in the Time of COVID-19

The pandemic has created a critical stage shortage of face masks across the region and our frontliners are at high risk of exposing themselves to the virus.

Without the protection they need, their families and people around them will also be at risk. Anent this, the women of Barangay Centro Toma and Brgy. Ranao were given a source of livelihood by producing face masks for frontliners.

With the help from the beneficiaries of TESDA Tailoring Group, eighteen (18) women were also mobilized to produce face masks made from tailored cloth. On the onset of the implementation of the Enhanced Community Quarantine, it was foreseen that there will be a shortage of the protective gears particularly face masks so they began sewing for the frontliners. They were able to produce around 5,000 face masks while they are staying at home..

Shuttle Service for Frontliners

Suspension of public transportation during the Enhanced Community Quarantine (ECQ) period leads to further exhaustion of frontliners working in Dagupan City. Some of them live in the neighboring towns and some have already experienced discrimination. The City Government of Dagupan, in cooperation with Land Transportation Office – Region 1, provided free shuttle service from boundary checkpoints for its frontliners.

Health workers of both public and private hospitals, and government employees and workers are entitled to avail of the said service. The designated pick-up points are the following: Shuttle Service for Frontliners LGU: Dagupan City, Pangasinan LOGISTICS 1. Puregold Calasiao, 2. Caltex Binmaley- San Carlos Junction; and, 3. Mangaldan Public Market.

The drop-off point will be in Region 1 Medical Center in Arellano St., Dagupan City. Other frontliners can also avail of the free ride if their locations are in the routes being traversed by the shuttle service. Recognizing the frontliner’s important role in our nation’s fight against COVID-19, this simple act of appreciation surely helps them focus more on their work – saving lives, and serving the people.

Orientation on Safety Seal Certification Program

DILG City Operations Office – City Local Government Operations Officer Gerald D. Gallardo spearheaded an orientation to Candon City Safety Marshals on the Safety Seal Certification Program on June 10, 2021, Thursday, at 2:00 PM via ZOOM Meeting platform. The City Safety Marshals were hired to assist the City Government in the enforcement of minimum health protocols in different business establishments and are under the supervision of the City Disaster Risk Reduction Management Officer, Engr. Florante Galang, who is likewise the program’s Focal Person. In his introduction, CLGOO Gallardo emphasized the economic impact this seal implies to any establishment this may be seen.

The Safety Seal guarantees that an establishment is compliant to the minimum public health standard (MPHS) as the basic tool to help curb the spread of the COVID-19 pandemic. To institutionalize its implementation at the local level and formalize the organization of City and DILG Inspection and Certification Teams, an Executive Order was issued by City Mayor Ericson G. Singson, MD, pursuant to DOLE-DOH-DILG-DOT-DTI Joint Memorandum Circular No. 21-01, Series of 2021, and DILG Memorandum Circular 2021-053. LGOO II Rodante G. Macanas detailed the composition, powers and functions, and areas of assignment of the two (2) Inspection and Certification Teams which were organized as the Seal’s Issuing Authority of the City. All other provisions, highlighting the requirements an establishment should observe to be eligible for the seal and the process of certification, and other related topics were thoroughly discussed by CLGOO Gallardo.

Also in attendance is Ms. Mary Jean Abrero, City Business Permits and Licensing Officer and her staff, who chairs the City Inspection and Certification Team. The orientation is a kickoff to yet anticipated series of discussion and was concluded after an open forum.
