LGUs establish Volunteer and Citizenship Desk
One hundred twenty (120) Local Government Units (LGUs) in Region 1 established their respective
Volunteer and Citizenship Desks pursuant to DILG Memorandum Circular No. 2013 - 27 entitled
“Volunteer and Citizenship Program (VCP)”. The establishment of the Volunteer and Citizenship Desk is a component
of the VCP, which aims to harness and mainstream volunteerism in the different areas of local governance.
The 120 LGUs with Volunteer and Citizenship Desks are composed of 23 LGUs of Ilocos Norte,
all 35 LGUs of Ilocos Sur, 19 LGUs of La Union, and 43 LGUs of Pangasinan. The Volunteer
and Citizenship Desks in the Region are manned by LGU - designated VCP Focal Person/s.
The DILG Region 1, in coordination with the Local Government Academy (LGA), will provide capacity development
interventions in 2014 to the LGU- VCP Focal Persons for the implementation of the various aspects of the VCP.
In preparation for the implementation of the program at the LGU - level, Regional VCP Focal Persons and
representatives from Learning Resource Institutions (LRIs) attended the Mentors’ Training Workshop on
Managing and Organizing Volunteers Effectively (MOVE) at the Local Government Academy Training Center,
Los Baños, Laguna. The training workshop was spearheaded by LGA in partnership with the Volunteer Service
Overseas (VSO) Bahaginan and aims to equip Regional VCP Focal Persons and partners
from the LRIs with skills to mentor and coach LGU-VCP Focal Person/s.
The VCP is the third component of the Vigilance to Volunteerism: Program Intensifying People’s Engagement in
Local Governance (V2V: PIPELOG). The implementation of the VCP also includes the establishment of
Volunteer Database Management in coordination with volunteer networks, information and education
campaigns, and the development of Awards and Recognition System which will acknowledge
exemplary LGUs and volunteers. (PO III Sheila Marie G. Andales)
Barangays completes Formulation of the State
of Barangay Governance Report (SBGR)

All the 3,265 barangays of Region 1 completed the formulation of their respective State of Barangay
Governance Report (SBGR).
The SBGR is a brief report prepared using the results of the Barangay Governance Performance
Management System (BGPMS). It includes the report findings (issues, gaps and priority concerns) on
the performance areas – Governance, Administration, Social Services, Economic Development and Environmental
Management – and the conclusions and recommendations based on the findings. The data from said
report are considered vital inputs in the plan formulation and policy development of local government units.
Based on the SBGRs, the barangays were assigned performance ratings as follows:
