Director James F. Fadrilan was born on September 21, 1956, and grew up in Banton, Romblon. He is happily married to Mrs. Corazon Fadri Fadrilan, with whom he has two sons and a daughter.
Director Fadrilan finished his elementary and high school education in Banton, Romblon both of which he graduated as their class’ Fourth Honors. He then took BS Agricultural Engineering in Gregorio Araneta University Foundation as a Cocofed Scholar. He took and passed the licensure exam for Agricultural Engineers in 1983. He earned a Masters degree in Government Management at the Pamantasan ng Lungsod ng Maynila in 1994.
Director Fadrilan started his career in the DILG as a Barangay Government Operations Officer II in the DILG NCR as early as 1989. He then rose from the ranks to become Local Government Operations Officer III, Division Chief, until he became the City Director of the DILG of the cities of Makati, Muntinlupa, Las Piñas, Manila and Pasay. In 2011, he was appointed as Assistant Regional Director and was assigned in his home region, MIMAROPA. In 2012, Director Fadrilan was deputed as the OIC – Regional Director of the Department of the Interior and Local Government MIMAROPA Region. In November 2015, Director Fradrilan became a full pledge Regional Director of DILG MIMAROPA. And in February 3, 2017, he was assigned to DILG Region I as the new Regional Director.
Director Fadrilan is a Career Service Executive Officer Rank IV. He is also a member of the Philippine Society of Agricultural Engineers, Couples for Christ Catholic Community and the Knights of Columbus Fraternal Association.
