V. Strengthened capacities of LGUs on
disaster preparedness and mitigation
Refresher on the Operation L!STO
A refresher on the OPERATION L!STO was conducted by DILG R1 on February 18, 2016 at Oasis
Country Resort Hotel, City of San Fernando, La Union.
A total of one hundred sixty (160) participants composed of Provincial Directors, Program Managers,
Cluster Leaders, Provincial DRRM Focal Persons and C/MLGOOs from the four provinces of the region
- Ilocos Norte, Ilocos Sur, La Union, and Pangasinan attended the activity.
The activity reinforced participants’ understanding of the: (1) roles and responsibilities of the LGU
and the DILG Officers whenever a typhoon hits the Region; (2) Critical Preparedness Actions during
Alpha, Bravo, and Charlie Alert levels; (3) Disaster Protocols; and (4) DILG Officers’ functions during
the activation of the Operation Center (OPCEN).
