Gov. Espino highlights impact of DILG projects during SOPA
Governor Amado I. Espino, III highlighted the impact of locally- funded projects of the Department of the Interior and Local Government (DILG) during his first State of the Province Address (SOPA) last May 11, 2017.
Speaking before local officials and stakeholders in the province, Gov. Espino said that through DILG’s P56 Million Special Local Road Fund (SLRF), the provincial government was able to rehabilitate and improve 64.5 km of provincial roads.
“Sa loob ng siyam na buwan, mula noong July 2016 hanggang March 2017, gumastos tayo ng P71.8 Million at natapos natin ang rehabilitasyon at improvement ng 64.5 km ng provincial roads. Ang malaking bahagi ng P71.8 Million na yan ay ang P56 Million Motor Vehicles Users Charge Incentive Fund (otherwise known as SLRF) na binigay ng DILG sa Pangasinan”, the Governor said.
The provincial road networks rehabilitated using the P56 Million SLRF are the Mangaterem- Urbiztondo Road, Maniboc- Pangapisan- Sabangan Road, Malasiqui- Catablan Road, Tarlac Boundary- Bayambang Diversion Road and the Asingan- San Manuel- Agno Gorge Road.
He also said that, at present, the provincial government is completing the 11.4 km Burgos- Iliw- Iliw Road and 4.5 km Urbiztondo- San Carlos Road through the P125 Million DILG- KALSADA Fund released to the province last year.
The province is awaiting the release of the P167 Million Conditional Matching Grant Fund for the rehabilitation of the 5.5 km Malasiqui-Catablan Road, 1.7 km Urbiztondo-Basista Road and the 2.7 km Mapandan- Banaoang Road.
Aside from the SLRF, the Governor also mentioned the impact of the P4 Million Performance Challenge Fund (PCF) received by the Province for being a 2016 Seal of Good Local Governance passer.
“Gamit ang P4 Million cash incentive mula sa DILG Performance Challenge Fund at 3.4 milyong pondo ng provincial government, itatayo natin ang Hall of Fame Building / Abong na Dayew sa tabi ng Urduja House, na palalagyan ng mga awards at recognitions na natanggap at matatanggap pa natin sa paglipas ng panahon”, Gov. Espino said.
DILG Pangasinan Provincial Director Agnes A. De Leon expressed joy over the provincial government’s recognition of DILG’s contribution to local development.
“Tayo po ay nagagalak marinig mula sa butihing Gobernador ang pagkilala sa ambag ng ating ahensiya sa kanilang mithiing makamit ang local development. We are very much encouraged to zealously continue the provision of technical assistance to the LGUs. Patuloy po tayong magpupursige sa ating tungkulin dahil alam nating ito ay may mga bunga”, PD De Leon said.
DILG Regional Director James F. Fadrilan, who was also present during the SOPA, was glad about the Governor’s remarks.
“Nakakataba ng puso masingle-out ang ating Departamento na nakatulong sa probinsiya. DILG was mentioned at least three times”, he said.

All Local Government Units (LGUs) of Region 1, 100%, passed the Good Financial Housekeeping (GFH) of DILG, recognizing LGU's compliance with accounting and auditing standards, rules and regulations.
